Description
THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A SOURCES SOUGHT NOTICE FOR PLANNING PURPOSES ONLY. This notice is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Responses to this notice are strictly voluntary and will not affect any corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this notice. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. This notice of intent is not a request for competitive proposals. No entitlement of payment by the government of direct or indirect costs or charges will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. DESCRIPTION OF SERVICES: The USAF School of Aerospace Medicine seeks sources that are capable of performing operation and maintenance services for human centrifuge and hypobaric research chamber systems. Anticipated contract personnel tasks include, but are not limited to: Systems Technician/Systems Engineer directly responsible for maintenance and safety inspections of centrifuge and hypobaric chamber hardware and software. Assists with long-range planning and design modification, and performs retrofits for modernizing equipment; identifies and performs upgrades required for aging equipment ensuring optimum training and research capability. Operates, maintains, and inspects complex centrifuge and hypobaric chamber support equipment. Coordinates with research, training, and operations personnel on centrifuge and hypobaric chamber equipment configuration and modification for subject/student acceleration and altitude training and research. Specific responsibilities of the technician(s)/systems engineer are as follows: Daily and other periodic inspections of centrifuge control system, pumping and cooling systems, motors, gondola, control panels and systems software, vacuum pumps, air compressors, HVAC Equipment, maintain library of equipment manuals, and perform maintenance on hypobaric chamber and centrifuge systems as required. Maintains, repairs/inspects computer interface between chambers, locks, centrifuge gondola, and control consoles to include intercom systems, television monitors, cameras and (digital) video recording equipment. Performs software maintenance on hypobaric chamber and centrifuge control and data acquisition systems to include modernization and modifications. Installs, maintains, repairs, tests, and inspects new medical monitoring and non-medical equipment. Standardizes the performance of the data acquisition system. Performs general operations and maintenance for the centrifuge and hypobaric research facilities and submits requests to equipment/supply custodians for new and replacement equipment. Maintains bench stock item inventory. In addition, to Centrifuge and Hypobaric research chamber system support, USAF School of Aerospace Medicine will require the successful offeror to provide maintenance support for a Cockpit Equipment Integration Laboratory. Anticipated contract personnel tasks include, but are not limited to: Cockpit Equipment Integration Laboratory Technician directly responsible for the maintenance, calibration, and safety inspections of the Cockpit Equipment Integration Laboratory. Coordinates with centrifuge and hypobaric chamber research, training, and operations personnel for subject/student preparation for acceleration and altitude training and research. Specific responsibilities of the contract technician are as follows: Periodic inspection of G-suits, masks, helmets, and other various items of both fielded and developmental Life Support Equipment. Maintenance of and modifications to pilot flight equipment utilized in the centrifuge and hypobaric chambers. Ensures the proper fit and function of all life support and life support test equipment employed by subjects/students during acceleration and altitude training and research. The government estimates this support will require a level of effort of 2 to 2.5 FTE. We solicit your feedback on this estimate and request an alternative Rough Order of Magnitude estimate, if any. See attached brochures for specific equipment data. DATA SUBMISSION REQUIREMENTS: The Information package should include the following items: 1. Do you qualify under the 8(a) program? If you are a small business, do you also qualify under any of the sub-categories (small business, small disadvantaged business, woman-owned small business, HUBzone small business, service disabled veteran-owned small business or veteran-owned small business)? 2. What are your applicable NAICS codes? 3. Would you be interested in submitting a proposal considering the anticipated scope of work? If not, why? 4. Do you have sufficient experience in the anticipated scope that would allow the evaluator to assess your capability? If not, please explain. 5. What is the minimum and maximum dollar value project on which your firm would routinely consider submitting a proposal? 6. Are you aware of any DoD contracts dealing with commercial services for a centrifuge and hypobaric chamber hardware and software Systems Technician/Systems Engineer? If so, provide the following: government POC, organization, phone number, email address, and contract number. 7. For Market Research purposes, please demonstrate your capability of being able to accomplish the service for a Hypobaric/Centrifuge Maintenance Systems Technician/Systems Engineer. Describe your qualifications, projects, and applicable experience. 8. Do you see any issues/problems with the identified tasks? 9. Your comments / recommendations to achieve requirements described above. OMBUDSMAN: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. 1. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. 2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). 3. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. 4. The ombudsman has no authority to render a decision that binds the agency. 5. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer identified in this notice. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information. This request does not constitute an Invitation For Bid or a Request For Proposal. Request for proposals, if and when issued, will be available on FedBizOpps.gov. As such, it is the potential offerors responsibility to monitor these sites for the release of any additional information. Central Contract Registration (CCR) will be mandatory for any resultant contract award. (See CCR website at www.ccr.gov). Responses to this RFI are due to the primary and/or secondary points of contact below by the response date identified in this notice.
