- This is a combined synopsis/solicitation for a for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFKHC10-8-45933 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 541690 and size standard of $5.0. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Habitat Conservation has a requirement where services are needed to accomplish tasks as a part of the NOAA Coral Reef Conservation Program coral disease efforts and the Coral Disease and Health Consortium's National Research Plan, to which NOAA has committed its support. Specifically, the contractor shall complete a twelve month project to update the Global Coral Disease Database (GCDD) under supervision of the NOAA Coral Disease Scientist. The GCDD represents the most comprehensive source of information on the global occurrence of diseases, by year and by expertise, for all of the reported coral diseases. While excellent advances have been made in developing the GCDD (http://www.unep.wcmc.ogr/GIS/coraldis/), there exists a need to address the recurrent challenges of quality, accessibility, and completeness of the data, to ensure that this unique GIS tool meets its fulfill potential as a critical global repository for coral reef disease information. The first phase of work will be initiated in 2008 to improve the relevance and importance of the database to users through consultation and a comparative analysis of user needs, information holdings, and data collection. Specific Tasks: 1). The contractor shall create new partnerships with data collection programs, including the World Bank disease working group, AGGRA, CARICOMP, AIMS etc. to develop a mechanism for annual to semi-annual submission of data; 2). The contractor shall establish an expert advisory group to review all existing information and make recommendations on future improvements. The group will meet twice during the year. This group will be supported through this order; 3). The contractor shall establish a mechanism to raise the profile and value of the GCDD to stakeholders, build confidence in the holdings, and provide a mechanism for quality assurance of the data collected; 4). The contractor shall develop a new visual interface to enhance the visibility and functionality of the GCDD with an improved look, feel and progression towards a more sophisticated online analysis. Such analysis will allow ad-hoc spatial querying and analysis, and the manipulation of the coral disease data alongside key biodiversity datasets, such as the World Database on Protected Areas. The contractor shall perform these tasks in accordance with the statement of work. Deliverables: In addition to a mid term and final progress report, the Contractor shall update the GCDD with the following additions and provide the following deliverables: 1). Quality check all data including: agreement of fields, limitations on how fields are completed, improvement of links to references, revision of nomenclature, and reassigning data points under the defined diseases; 2). Produce a report detailing the outcomes and improvements made to the database through the user surveys and provide copies of online data forms; 3). Provide final report on the outcomes of the advisory group meetings; and 4). Compile information on the researchers and programs that can provide data, the types of information they collect and need, possibilities for improvements to the GCDD based on these surveys. The contractor shall perform the specified tasks from Date of Award to September 30, 2009. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All responsible sources who can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a quotation addressed to Gina E.
