- The Government intends to execute this procurement under the statutory authority of 10 U.S.C. 2304 (c)(1) Only One Responsible Source, as defined in FAR Part 6.302-1(b)(1)(i) which states: “When there is a reasonable basis to conclude that the agency’s minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities.” As such, the Government intent is to award one contract. Subject procurement is for production and delivery of an estimated quantity of 19,375 gallons, of commercial Liquid Methane 99.9%, Type II, Grade B, Bulk, IAW Performance Specification MIL-PRF-32207 Propellant Methane dated 10 October 2006, Hazardous Material NSN 9135-01-239-8066. This requirement is for a two year and three month firm fixed price requirement type contract for FOB Destination to San Bernardino, CA. This requirement also includes services for lease and removal of a contractor owned storage tank, with minimum capacity of 3,000 gallons and maximum capacity of 6,000 gallons, at San Bernardino, CA. The intended use is as a fuel for engine development. Solicitation will be issued on or about 22 Aug 08 and posted to FedBizOpps web page at (https://www.fbo.gov ). If you do not have internet access, a hard copy of the solicitation may be requested. Only written, emailed or faxed requests for solicitation received directly from the requestor are acceptable.
