- CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is PR20038424 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-24. The associated North American Industrial Classification System (NAICS) code for this procurement is 484220 with a small business size standard of $23M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-07-18 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Oakland, CA 94607 The DHS-Customs and Border Protection requires the following items, Meet or Exceed, to the following: LI 001, Customs and Border ProtectionSan Francisco Area Port California Drivers License Training Introduction The San Francisco Area Port will receive Rapiscan Eagle, a mobile high-energy X-ray system, for use with incoming cargo containers. This vehicle is a three-axle truck weighing more than three tons. This means that all drivers are required to have a California Class B Drivers License. The new scanning program is to be implemented in the beginning of July 2008 and so CBP employees need to be licensed promptly. Requirements 1)Provide sufficient combined classroom and on-road training (a minimum of 40 hours) in the operation of Class B vehicles so that an individual can safely and adequately operate such a vehicle and pass the California licensing examination for such a vehicle.a.The on-road training will be in a vendor-provided, three-axle vehicle with a gross weight capability of 60,000 pounds, with an automatic transmission. The vendor will provide all consumables and maintenance for the provided vehicle.b.If a designated individual fails to pass the licensing examination on the first try, provide an additional eight hours of training preparatory for a second licensing examination. 2)The vendor shall assist the designated students through all phases of the licensing process.a.The state-mandated medical examination will be provided by the vendor.b.The state-mandated drug test will be provided by the vendor.c.The vendor will provide the vehicle to be used for the licensing examination. This vehicle will be identical or similar to the one used in the training.d.The vendor will arrange for the licensing examination/s to be conducted at the vendor's training site and will pay all associated fees, including the licensing fee paid to the state of California. 3)The training site shall be within 30 miles of the Port of Oakland. 4)The students will be trained in classes with 2-6 students per class. 5)The first class of students will have completed their licensing examinations by no later than July 31, 2008(Please note, time frame for completion of examination can be negotiable due to the fact that it is approaching July 31, however, understand that the trainings must be completed in a timely fashion.) **Total of 22 students. Possibility of 4-5 classes with no more than 6 students per class.**, 22, STUDENTS; For this solicitation, DHS-Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS-Customs and Border Protection is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
