Description
THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. Solicitation number M6700108Q0158 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This solicitation is issued for 100% small business set-aside. The North American Industrial Classification System (NAICS) code for this requirement is 611699 and the small business size standard is $6.5 Million. Pursuant to FAR 52.222-41, this acquisition for services is covered under the Service Contract Act of 1965, as Amended and shall comply with Wage Determination (WD) 2005-2393 (Rev. 7) dated 29 May 2008. This acquisition is for nonpersonal services to provide an estimated (15) training courses on international negotiations and cultural awareness for approximately 550 students per year in support of Marine Expeditionary Force Headquarters (MHG), Transition Teams Training Cell, Marine Corps Base (MCB), Camp Lejeune, NC. The resultant contract type will be a requirements contract pursuant to FAR Subpart 16.5 for a period of 12 months. A task order will be issued against the requirements contract for each training course as it is scheduled. The period of performance will for 12 months after date of contract award. The Governments objectives are as stated in the Statement of Objectives (SOO) as set forth at Attachment 1. The Contractors technical capabilities quote shall include a performance work statement (PWS) in accordance with the Statement of Objectives (SOO). This procurement is being conducted in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. CLIN 0001: Nonpersonal services to provide an estimated fifteen (15) training courses on international negotiations and cultural awareness for approximately 550 students per year. QUANTITY: 15 Each. PERIOD OF PERFORMANCE: The period of performance will for 12 months after date of contract award. PLACE OF PERFORMANCE: These training courses shall be conducted in Camp Lejeune training areas reserved by the Transition Team Training Cell located at Marine Corps Base (MCB), Camp Lejeune, NC 28542. Past performance references shall be similar to this requirement in scope and size. Include POC, contract number, delivery/period of performance, and contract amount. (3) Price: all pricing quoted shall be FOB Destination. The Contractors technical capabilities quote shall include a performance work statement (PWS) in accordance with the Statement of Objectives (SOO) as set forth at Attachment 1. The basis for award is best value. The criteria for evaluation are: (1) Technical Capabilities (2) Past Performance (3) Price. All responsible sources may submit a response which, if timely received, will be considered by the agency. It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards.
