- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to purchase and have installed, on a small business set-aside basis, two (2) replacement outboard engines for a 24-foot Monarch aluminum test vessel. The G61 Sensor Test Group uses this vessel to support many research and development programs in both river and ocean environments throughout the year. This group is located at the Naval Surface Warfare Center in Dahlgren, VA and, as such, has stipulated that all potential vendors must reside within a 50-mile radius of Dahlgren. Dealer, product, installation and service requirements are outlined below as follows. Dealer Requirements: All dealers must meet the following requirements: 1) the dealer shall be a factory outboard dealer and the installer of all components specified within this specification; 2) the dealer must have all components installed within two weeks of vessel receipt; and 3) the appointment for installation of all components must be within two weeks of contract award. Engine Requirements: Engines must come complete with the following features: 1) two stainless steel propellers for each engine sized to provide engine RPM at wide open throttle (WOT) within the engine manufacturers specified range; 2) a fuel filtration system designed to filter water and sediment from fuel for each engine. This filtration system must meet the outboard manufacturers specifications; 3) new control boxes and cables for gear shift and throttle control of both engines; 4) new trim and tilt switches at the console; 5) new gauges indicating the following for each engine: engine hours, engine trim indication, voltage, engine RPM, and warning lights and audible alarms for oil pressure and cooling water temperature. 6) a fresh water lushing port that will connect to a garden hose for engine raw water cooling system flushing; 7) power trim and tilt; 8) ignition switches with engine stop lanyards; 9) full wiring harness to connect engines to all controls, gauges, and switches at the console in the pilothouse; 10) one factory outboard service manual that covers service for both engines; and 11) a new fuel sensor and gauge. Installation Requirements: NSWCDD will remove existing engines and steering assembly before transporting this vessel to the contractor. The following items will be required for installation: 1) all existing cables, gauges, and controls will still be onboard and must be removed; 2) this vessel will require a new steering system including, but not limited to the following: a new helm pump, 13-13.5 stainless steel helm with control knob, hydraulic lines, and a steering ram; 3) once all current console engine gauges are removed, the console may require a 1/8 aluminum plate in order to properly install new gauges. All unused holes shall be covered; and 4) NSWCDD will deliver the vessel to the contract award dealer and pick the vessel up upon completion of all work. Post-Installation Requirements: The winner of this contract shall also service the engines at the first service interval as specified by manufacturers service recommendations. These items will be acquired utilizing Simplified Acquisition Procedures in accordance with FAR Part 13. The closing date will be 22 August 2008 with an anticipated award date of 29 August 2008. The GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS THE ITEM IS IDENTIFIED IN THIS NOTICE. Hard copies will not be provided. Vendors should regularly access the NSWCDD Web site to ensure that they have downloaded all amendments.
