Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The North American Industry Classification System Code is 334413, and the Small Business Size Standard is 500 employees. This is a synopsis for commercial items using Simplified Acquisition Procedures in accordance with FAR 13. Naval Surface Warfare Center Dahlgren intends to purchase three (3) each JDS Uniphase Optical Time Domain Reflectometers (OTDRs) and accessories, or brand equal OTDRs and accessories, that meet the following salient equipment requirements/characteristics: 3 EACH, Special Combo-T-BERD 6000 Platform with Touchscreen+Probe Kit (P/N ETB6KTWSCOPE); 3 EACH, Short Range LAN (P/N E8146SRL); 3 EACH, Optical Power Meter with 2.5mm UPP connector (P/N E80PM); 3 EACH, Visual Fault Locator (VFL) (P/N E80VFL); 3 EACH, Extended Internal Memory (1Gbytes minimum) for MTS-6000 (P/N E60EXTMEM); 3 EACH, Optical Fiber Trace software OFS100, current version is 6.40 (P/N EOFS100); 3 EACH, SC Universal Adapter (P/N EUSCAD); 3 EACH, LC Universal Adapter (P/N EULCAD); 3 EACH, ST Universal Adapter (EUSTAD); 3 EACH, Soft carrying case for the MTS/T-BERD 6000 and 6000A and various accessories (P/N ESCASE4); 3 EACH, MTS-6000L User Manual (English) (P/N E6000LM02); 3 EACH, Standard Additional AC Adapter/Charger (USA) (P/N E80PWUS); 8 EACH, Fiber Field Cleaning Consumables Kit (P/N FCR-CLN-01); 8 EACH, Cleanchek Connector Cleaner Reel (P/N FCR-001); 8 EACH, LC to LC Launch/Receive Cable Fiber Type: 50m Multimode (MM) (P/N FR1-M5-150-LC-LC); 8 EACH, SC to SC Launch/Receive Cable Fiber Type: 50m Multimode (MM) (P/N FR1-M5-150-SC-SC); 8 EACH, LC to SC Launch/Receive Cable Fiber Type: 50m Multimode (MM) (P/N FR1-M5-150-LC-SC). OTDRs must be compact, lightweight, and highly integrated; shock-proof and vibration-proof design (with no moving parts); touch-screen display; high dynamic range (at least 50dB at 155nm); shortest event dead zones; comprehensive connection checker functionality; visual fault locator (VFL) with wavelength 635nm 20nm, output power level <1 mW, and connector type: Universal push/pull (UPP) with SC, LC, and ST adapters; Power meter: power level +10 to -55dBm; calibrated wavelengths: 850, 1310, and 1550nm; Loss Test Set (LTS); Talkset/data: wavelength 1550nm 20nm; dynamic range >45dB range and connector type UPP with SC, LC, and ST adaptors; Video inspection scope with magnification capabilities of at least 200x/400x; compact design for efficiency and portability with one-hand operation; compatible with precision tips and adapters to inspect every connector and application and precision stainless steel inspection tips and adapters for inspecting SC, SC-APC, FC, LC bulkheads and universal 2.5mm, 2.5 mm APC, and 1.25 mm patch cords; Li Ion battery with at least 8 hours of battery life; automatic bi-directional acquisition and analysis of insertion loss, optical return loss and fiber length; flexible for future testing needs. Accessories and maintenance items/kits for the OTDR include: 8 EACH, Fiber Optic Cleaning Kits consisting of quantity of two (2) 2.5mm bulkhead/patchcord cleaning tools, quantity of two (2) 1.25mm bulkhead/patchcord cleaning tools, quantity of one (1) canister of cleaning solvent (400 pumps), and quantity of one (1) container of lint-free cleaning wipes with 90 pieces; 8 EACH, Ferrule Cleaners in the form of tape, which can be used to clean 2.5-mm ferrules on a wide variety of connectors; 8 EACH, LC to LC Launch/Receive Cable Fiber Type: 50m Multimode (MM); 8 EACH, SC to SC Launch/Receive Cable Fiber Type: 50m Multimode (MM); 8 EACH, LC to SC Lauch/Receive Cable Fiber Type: 50m Multimode (MM). The Government will consider offers from all responsible sources which evidence the ability to provide brand equal OTDRs and accessories. Vendors will submit all product literature in support of brand equal offers for Government evaluation purposes. The Government reserves the right to award multiple purchase orders for this procurement. Delivery shall be FOB DESTINATION to CDSA, Virginia Beach, VA, and delivery shall be required no later than eight (8) weeks from receipt of order (ARO). Provide an estimated delivery date on the quote. Order will be firm-fixed priced purchase order. Factors to be used to evaluate quotes are (1) technical capability to meet the Government requirement, (2) price, and 3) past performance. A best value award will be made to the responsible offeror with the lowest price, technically acceptable offer. The closing date for submission of quotes will be 29 August 2008, 2:00PM Eastern Time with an anticipated award date of 03 September 2008. THIS ANNOUNCEMENT CONSTITUTES THE ONLY QUOTATION; QUOTES ARE BEING REQUESTED AND A WRITTEN QUOTATION WILL NOT BE ISSUED.
