Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 and DFARs Change Notice (DCN) 20080812. NAICS is 611430 with a small business size standard of 6.5M dollars. Solicitation is for commercial purchase of BRAND NAME OR EQUAL items. This acquisition is a 100% small business set-aside. The Air Force Flight Test Center (AFFTC), at Edwards AFB, CA has a BRAND NAME OR EQUAL requirement for a license agreement to use Theory of Constraint's Project Management (TOC PM), Technical Expert (TE), Train the Trainer and Train the Trainer certification and other training course materials which include: • TOC PM Basic (5-day course) • TOC PM Overview • TOC PM Overview-Customer • Resource Manager Supplement • Project Manager Supplement--Operations • Project Manager Supplement--Network Building • Senior Management Supplement Operations • Phase 1 Material • Phase 6 Material • Train the Trainer Overview • Phase 1 and Phase 6 Master Trainer for Technical Experts License agreement shall include the following: • Permission to customize and update training materials if needed, with contractor concurrence • Permission to reproduce training materials, as needed • Permission to conduct training for Edwards AFB AFFTC employees and contractors, as needed The following describes make up of each class that requires license agreement: • One-Day TOC PM Overview: The purpose of this session is to provide an overview of TOC PM in order to prepare people for the roles they will perform as part of the new system. It is intended for presentation to Senior Leadership, Project Managers, Resource Managers and Resources. • Two-Week Course Technical Expert: This course contains detailed training regarding all five components of the TOC PM solution. Hands-on exercises include network building, project planning, multi-project synchronizing and resource assignment. • Two-Week Deployment Expert: The first week of this training provides the cause-effect rational behind why the TOC PM solution works, and the tools for successful customization of the solution and the implementation. The second week provides instruction in various methods of achieving buy-in within an organization. • Senior Leadership Supplement Phase 1: Is supplemental to the one day overview and is intended for use preparing senior leaders to lead the implementation of TOC PM within their organization. • Senior Leadership Supplement Phase V: Is designed to prepare Senior Leadership for the roles they will perform during the execution of TOC PM projects once the organization has entered Phase V and "gone live." • Resource Manger Supplement: Is supplemental to the one day overview and is intended to prepare resource managers for the role they will perform once the organization has entered Phase V and "gone live." It is also intended to prepare resource managers for attending and supporting the training that is delivered to the people within the organization who report to them. • Project Manager Supplement: Phase III and Phase V Execution sessions prepare project managers for the role changes that occur when the organization enters Phase III/IV and Phase V "gone live." Specific focus is on the realignment of the relationship between the project managers, resource managers and resources within the organization. • Resource Supplement: Is supplemental to the one-day overview and is intended to prepare resources for the role they will perform once the organization has entered Phase V and "gone live." • Customer Book: Helps the organization's customers understand why each organization is adopting TOC PM, to provide an understanding of the solution itself, and to gain the customer's needed participation and support for their participation in the new system.
