- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This requirement is for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for batteries as test samples for the H-1 Upgrade Program, to insert GFE batteries into new production helicopters, and for use as a rotating pool of spare batteries for use on production line of helicopter assembly, with a minimum/maximum quantity of 11/75 batteries. The solicitation will be available on or about 19 August 2008 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. The Government intends to solicit and negotiate this contract on a Sole-Source basis to MarathonNorco Aerospace Inc., 8301Imperial Drive, Waco, TX 76712-6888. The basis for restricting competition is that MarathonNorco is the only known source that can manufacture the batteries to meet the Governments requirements, and it is likely that award to any other source would result in substantial cost to the Government that would not be recovered through competition. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued. All responsible sources may submit a proposal, which shall be considered. Reference the above solicitation number when responding to this notice. CBD Numbered Note 26 applies.
