- Description
- The Directorate of Contracting (DOC), Fort Campbell, KY, has a follow-on requirement for replacement of two rotary screw type air compressors and three breathing air filtration systems as required by OSHA for paint booths. The only known source qualified to meet the Governments requirement is IDG USA, LLC without extended interruption of service for system modification. Replacement includes removal and installation of air compressors and breathing air purifiers configured match up to existing piping and electric drops. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(d)(1)(B) as implemented by FAR 13.106-1(b)(1). The Agency intends to enter into a firm-fixed-price, supply-type contract with IDG USA, LLC located in Nashville, Tennessee. The basis for restricting competition is that IDG USA, LLC supplied and installed the original breathing air systems and is believed to be the only source who can replace components compatible with the original installation piping and electrical drops. Further, To procure from another source would involve substantial duplication of cost and unacceptable delays as other vendors would be required to obtain engineering specifications to modify industry standards in order to manufacture equipment that will match up to the existing facilities. NAICS code for this procurement is 423830 and the small business size standard is 100 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 7 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 22. If no responses are received, the Government will proceed with the sole source negotiation with IDG USA, LLC. Responses are due by 29 August 2008, 2:00 p.m. (CST).
