- The Fleet Readiness Center East at the Marine Corps Air Station, Cherry Point, NC has a requirement for the renewal of a software subscription for SLICWave and OM-L software. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-08-T-N140 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 and Defense Acquisition Circular 98-100. This acquisition is 100% set-aside for small business. The North American Industry Classification System code 511210, with a small busines size standard of $23 million. This requirement is for a firm fixed priced contract, for the following item: Item 0001 – 1 year renewal of software subscription on SLICWave and CM-L software. STATEMENT OF WORK PERIOD OF PERFORMANCE FROM 29 October 2008 through 28 October 2009 REQUIRED STANDARD OF WORKMANSHIP: All work to be performed under this contract shall be performed by technicians thoroughly trained and knowledgeable in the operation and maintenance of the equipment specified. All services are to be performed in a highly professional manner. 1. Software maintenance for SLICWave 1 each Server Maintenance and 25 Client Maintenance 3TXP and Optional Modules: CM-L (Solaris/Oracle) licenses for 1 each Server and twenty-five (25) Clients; Vista Infrastructure Maintenance - SLICWave shall include but not limited to the following: a. New versions of the software product and updates to software reference manuals. b. Electronic Support Line shall be provided. This will allow the users to communicate electronically in obtaining assistance with installation, usage and operational questions. c. Telephone support to help in identifying and resolving problems in the software shall be provided. The prime system administrator will be David Haskett, IT Specialist, V-22 FST, (252-464-7669). 2. The following Software shall be covered under this contract. Software is SLICWave and must be kept current with the version of SLICWave that Bell-Boeing uses. The contract shall provide upgrades in order to maintain version control throughout the V-22 program. 3. The Fleet Readiness Center East’s License Number is BI-NADEP-CHERRYPOINT-08-94. 4. FAR 52.212-1, Instructions to Offers - Commercial Items (SEPT 2006). FAR 52.212-1 Addendum. The following addition/changes are made to FAR Provision 52.212-1, which is incorporated by reference: The following provision(s) is/are hereby incorporated by reference: FAR 52.211-14 Notice of Priority Rating For National Defense Use (SEPT 1990). EVALUATION PROCEDURES: Award shall be made to the lowest priced responsible offeror(s), whose offer conforms to the solicitation, and who demonstrates acceptable past performance. A technically acceptable offer is an offer that complies with all the specifications set forth herein. FAR 52.212-3, Offer Representation and Certifications-Commercial Items (SEP 2007), Alternate I (APR 2002). A completed copy of this provision shall be submitted with the offer. DFAR 252.204-7003 Control of Government Personnel Work Product (APR 1992) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEC 2007), to include the following clauses listed at paragraph 52.212-5 (b): (5) (15) (16) (19) (20) (21) (22) (31) and (36). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (APR 2007), applies with the following clauses applicable for paragraph (b); (12) Alt 1 (17) (20)(i). This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-S1. All quotes must be received no later than 3:oo p.m., local time, 8 September 2008.
