- This is a sources sought announcement only seeking small business responses in order to determine small business participation in the acquisition. The Mission and Installation, intends to procure support services for the Defense Language Institute Foreign Language Center - Presidio of Monterey for Cultural Learning Objects in Four Languages. The support will include Develop 672 Cultural Learning Objects in Dari, Pashto, Persian Farsi, and Urdu. DLIFLC has a requirement for developing cultural Learning Objects (LOs) to be made available online to supplement learning materials in the above listed languages. The contractor shall develop the LOs pertaining to culture with a particular emphasis on history, religion, political science, and anthropology. DLIFLC has developed interactive learning modules called learning objects. This course content will be delivered on DLIFLCs Global Language Online Support System (GLOSS) via these learning objects.DLIFLC has a requirement for a total of 672 web-deliverable interactive reading and listening comprehension Learning Objects in the above languages. Using DLIFLCs authoring tools for generating online Learning Objects, the contractor shall use a combination of self-developed and/or authentic copyright-free texts, audio/video and other studio quality interactive materials, flash-programmed interactive maps, timelines, quizzes, tests, and written feedback on the correct and incorrect answers (similar to GLOSS LOs presently provided by DLIFLC available online). The contractor shall be able to demonstrate academic excellence in the field of language teaching and educational material development. The contract will support requirements resulting from increased foreign testing needs in both the commonly taught languages and less commonly taught languages related to the Global War on Terrorism and the National Security of the United States. The contractor will be responsible for managing and compensating the people and operations connected with doing the work outlined above to include hiring personnel and paying for administrative cost such as hiring costs, the salaries of managers, administrative assistants, accountants, and bookkeepers etc. The designated NAIC Code is 611710 for this effort. The Small Business Size Standard is $7M. Your response shall include the following: Size of company (i.e., 8(a), Hubzone, WOSB, SB, Veterans, all others). Your total revenue for the last three years, past performance on similar work dating back 3 years, your companys capabilities and innovative ideas for this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition no more than 5 pages.
