Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, FA2517-08-T-6139, is being issued as a Request for Quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. (iv) This acquisition provides for full and open competition. The NAICS code is 423690. (v) The following commercial items are being requested in this solicitation: See attached item list (Installation not required) (vi) Please see attached item list for items to be acquired. (vii) Items will be delivered to Colorado Springs, CO within 45 days ADC. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The Government Reserves the right to award on multiple award or an all or none basis. All vendors must be registered in Wide Area Workflow at the time of bid submittal. All firms must be registered in the Central Contractor Registration Database @ www.ccr.gov in order to be considered for award. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Bids will be evaluated on the basis of price. Lowest quote technically acceptable will be given award. (x) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, is applicable to this acquisition. All vendors must be registered in ORCA at the time of Quote submittal. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation. (b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must— Meet the salient physical, functional, or performance characteristic specified in this solicitation;Clearly identify the item by— (i) Brand name, if any; and (ii) Make or model number; Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable. (xv) Numbered Notes are not applicable (xvi) Questions concerning this solicitation shall be sent to tess.foster@peterson.af.mil NLT COB MST 20 August 2008.
