- Per FAR 12.603(c)(2)(i), The Information Technology/Information Management Department (NAWCAD 7.2) has a requirement to purchase data recovery services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement will require the support of data recovery function to NMCI peripherals, none of these tasks are in conflict with NMCI constraints. The Government will provide no access to Government facilities for the purpose of performing the tasks in the statement of work, attachment (1). Period of Performance for the base period is 01 October 2008 through 30 September 2009, and Option Period 1 will be 01 October 2009 through 30 September 2010. Delivery terms are to be stated with proposal; FOB Destination is anticipated. Solicitation Number N00421-08-R-0107 is being issued as a Request for Proposal (RFP). The proposal includes a DD 254, DoD Contract Security Classification Specification since the work shall be performed on a SECRET Facility Clearance, attachment (2). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In reference to 52.212-2, Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price being the only factor considered. The offeror will include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items applies to this acquisition and included by reference is 52.232-33, Payment by Electronic Funds Transfer. Additional contract requirements or terms and conditions necessary for this acquisition are as follows: DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and DFARS 252.204-7004, Alternate A, Central Contractor Registration.
