- The NATO Consultation, Command and Control Agency (NC3A) intends to issue an Invitation for Bid (IFB) in relation to the provision of Full Motion Video (FMV) dissemination and related services for ISAF in Afghanistan. NC3A was authorized to use the Alliance Operations and Mission (AOM) International Competitive Bidding (ICB) procedure. The successful bid pursuant to this IFB will be the lowest price technically compliant bid in accordance with the evaluation criteria. In response to this notice, the Department of Commerce will be nominating to the bidders list qualified U.S. firms in addition to those already identified by NC3A as BOA vendors. The estimated value of this project is 4.4 million Euros. The reference of the IFB is IFB-CO-12640-OPL. The Department of Commerce will be using the same reference. NC3A plans to place a single contract for the entire scope of work. No partial bidding will be allowed. Technical specifications applicable to the bidding and contractual documents are NATO RESTRICTED. Due to classification, bidders will be required to submit any bid response material through the U.S. Mission to NATO. The successful contractor will be required to handle and store classified information up to the level of NATO SECRET. Only companies maintaining appropriate facility clearances will be eligible to bid on this project. In addition, contractor personnel visiting or working on operational sites will be required to hold personnel security clearances of NATO SECRET. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to NC3A the NATO clearance certifications applicable to performance of the contract. OVERVIEW This procurement will provide an FMV DSAR capability: a) To allow dissemination and short-term storage of FMV streams in near-real time in a form compliant with the MPRG-2 Transport Stream distribution format as outlined in Standardized Agreement (STANAG) 4609 edition 2 (reference E). b) Provide a capability to access previously shared national FMV streams. c) Provide a centralized management capability for access control of the near-real time and archived FMV streams. d) Provide a capability to share FMV derived IMINT products through the use of commercial-off-the-shelf (COTS) hardware to run STANAGE 4559-compliant software. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this procurement, it must be approved for participation in NATO International Competitive Bidding (ICB). The Department of Commerce is authorized to approve for participation in NATO ICB those firms with a facility located within the United States. Once approved, the firm will be nominated to the bidders list. Please visit the following website for instructions on applying for approval to participate in NATO ICB: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm A firm that has been approved for participation in NATO ICB must request that the Department of Commerce issue a Declaration of Eligibility (DOE) for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the bidders list for a particular project. The Department of Commerce forwards the DOE to the U.S. Embassy, which uses the DOE to nominate the firm to the bidders list. NC3A will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by NC3A when the IFB has been issued. Anticipated date that NC3A will forward the IFB to those on the Bidders List: 19 September 2008 3. Anticipated closing date for receipt of bids: 20 October 2008 4. Anticipated contract award date: November 2008
