Description
This synopsis is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division, intends to negotiate on a sole-source basis with Hypersonics, 164 Ferne Court, Palo Alto, CA 74306-4607 to extend an existing contract by means of a contract modification. The modification will require continued delivery of enhancements to the Navys non-commercial UNITARY code. The enhancements expand capabilities of the software to perform three-dimensional aerothermal, thermal, and shape-change analysis of charring, non-charring, and multi-material ablative reentry-vehicle components. The modification will also require updates and improvements to the flowfield analysis capability of the Navys GHOST code. The contractor shall deliver results of analysis aimed at validation of the two-dimensional UNITARY code; other deliveries shall include source code, monthly progress reports, and up-to-date Users Manual. Hypersonics is uniquely qualified to satisfy this requirement because the firm developed the backbone GHOST software for which enhancements are to be developed, demonstrated, and delivered. Questions and responses are invited and should be submitted, in Microsoft Word format, no later than 8 September 2008 to DLGR_NSWC_XDS13@NAVY.MIL and should reference this synopsis number: N00178-08-Q-3039. Please include your company CAGE code and POC information with your response. This synopsis notice does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or an order or otherwise pay for the information solicited. This synopsis is issued for informational purposes only. Responses in any form are not offers. There are no funds available to pay for the cost of preparing responses to this synopsis.
