- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, 185ARW8232A001, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 541850 the small business size standard is $6.5 million. The following commercial services are requested in this solicitation; 0001 Electronic billboard advertising for a period of one (1) year. Advertising to appear simultaneously on two (2) electronic billboards located in high traffic areas in the Sioux City, Iowa, metro area. Electronic billboards shall be capable of displaying high resolution digital photographs and messages. Digital advertisements shall appear every 60 seconds on each billboard. Digital advertisement on each billboard shall be changed a minimum of once quarterly. Planned service period is 12 September 2008 11 September 2009. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes received in response to this RFQ will be evaluated and awarded to the contractor quoting the lowest price for the advertising that meets the Governments requirements. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items - the offeror must include a completed copy of this provision with their proposal. The clauses at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. U.S. Department of Labor Wage Determination No. 2005-2325, Rev No. 6, dated 6/26/08, is incorporated into this solicitation by reference. This wage determination may be viewed in full text at http://www.wdol.gov/wdol/scafiles/std/05-2325.txt. All firms must be registered in the Central Contractor Registration database @ www.ccr.gov to be considered for award. Quotes shall indicate a preference for one of the following billing frequencies: Monthly, Quarterly, or Annually in arrears.
