- This notice constitutes the synopsis of GS-03P-08-CD-P-0072. GSA is in need of a searchable archive of content from national newspapers, magazines, documents, and other printed sources for research and achieving purposes. Included in this database should be a collection of public records, unpublished opinions, legal, news, and business information as well as local news through-out the country. The database should be a combination of news and business information including publications such as the Dow Jones, New York Times and Harvard Business Review. The database should contain a record of published items since at least the 1980s and be available in full text. The database should provide a variety of search options, which can be customized by the user, in order to allow for accurate searching. Additionally, the service should have an alert feature which will automatically search and notify the user when their topic, person, or company specified shows up in the news. GSA would like to use this database to gain insight into people, assets, businesses, locations, topics of interest and their relationships. The contract should be a volume usage contract. For instance, there is no limit to the number of users, but is billed based on usage. Therefore, we are asking for a proposal for access to the database and search services per month/annually which would include a minimum of 3X the invoice usage to 6X the invoice usage. The system will be used at the GSA Regional Office Building, the Strawbridge building, 20 N. 8th Street, Philadelphia, PA 19107. The estimated dollar value for the procurement is between $5,000.00 and $25,000.00. This procurement is unrestricted and subject to availability of funds. All offers must comply with all above referenced product criteria. The NAICS CODE is 519120, with a size standard of $7,000,000.00. This synopsis constitutes the Pre-Invitation Notice.
