- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTE: THIS IS AN UNFUNDED REQUIREMENT AND IS SUBJECT TO AVAILABILTY OF FUNDS. FUNDS AVAILABILITY: Funds are not available for this requirement, however, it is anticipated year-end funds may become available. Therefore, all quotes submitted in response to this RFQ must remain firm through 30 Sep 08. W81NTE82138510 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is set aside for Small Business under NAICS code 339113, Size Standard 500. FAR provisions and clauses in this solicitation may be viewed at http://www.arnet.gov/far/. DFARS clauses may be viewed at http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The requirements in this solicitation: 0001: 1 ea Simulator, Knee, consists of all computer, mechanical and electrical hardware and licensed software to perform diagnostic examination of a similated knee joint; includes 1 year warranty for manufacturer defects in hardware components and all DKAS software upgrades; Toltech Product #DKAS, Brand Name or Equal. Vendors offering other than the brand name product shall meet or exceed the following Salient Characteristics: 1) Simulator shall have computer graphics based on the photographic anatomical accuracy of the visible human knee; 2) shall provide images in 3D and in stereo if the clinical procedure requires it; 3) shall incorporate haptic feedback during surgical procedure; 4) shall have a virtual Mentor to guide, critique, and score the student on each procedure. Delivery date is 30 Sep 08. Place of delivery and acceptance is Brooke Army Medical Center, Material Br Log Div, Bldg 3600 Ship/Receiving, 3851 Roger Brooke Dr., Ft Sam Houston, Texas 78234. FOB destination is preferred. FAR provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/. Confirmation of CCR registration will be validated prior to award. Vendors shall comply with FAR 52.211-6 Brand Name or Equal. Clause 52.211-6 and other clauses throughout this solicitation can be viewed by accessing website http://farsite.hill.af.mil/. Offers will be evaluated according to 52.212-2.
