- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) and NESDIS Acquisition Division/SAP Team on behalf of the National Ocean Service (NOS), specifically the Coast Survey Development Lab intends to conduct the Maritime Disaster Workshop scheduled for September 2008. NOS intends to award a sole source fixed price purchase order to the Transportation Research Board's (TRB) Marine Board of the National Academies which is the organizer of this public workshop. The North American Industry Classification Code (NAICS) is 541690 and the Small Business Size Standard is $6.5M. This order will be procured on a non-competitive basis in accordance with FAR Parts 6 and 13, current through Federal Acquisition Circular (FAC) 2005-26. The TRB Marine Board is internationally recognized and the members of the Marine Board are leaders and experts from top academic and research institutions, marine industry, and port management. The Marine Board serves the national interest by providing evaluations and advice concerning the ability of the nation's marine and maritime industries to operate safely and efficiently and in an environmentally responsible manner. The Marine Board identifies research needs and provides a forum for exchange of information relating to new technologies, laws and regulations, economics, and other issues affecting the marine transportation system, port operations, coastal engineering, and marine governance. TRB will provide NOAA with a report on the outcome of the workshop. No other source is known to possess the same capabilities. Notwithstanding the Government's intent to negotiate this requirement on a single source basis under the authority of 41 USC 253(c )(1) as implemented by FAR 6.302-1, any source possessing the capabilities to provide the required service may submit a statement of qualifications which, if timely received, will be considered by NOAA.
