- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is F2E3CE8235A001, and is issued as a Request for Proposal (RFP). The anticipated award will be a Firm Fixed Price Contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-26. The award may be made to a small business. The associated North American Industry classification system (NAICS) code is 541620, the small business (SB) standard for this code being $6.5 million. A Site Visit for interested parties is scheduled for 0800 MDST, 3 September 08. Contact Steve Ellison, at the phone or e-mail address below, to coordinate attendance and access to Holloman AFB. This contact is mandatory, in order to arrange sufficient transport and handout materials. Handout materials containing information on building construction, floor plans, etc., will be provided to participants. Interested firms are limited to two persons in their party, and in order to expedite processing visitors must arrive at the Holloman Visitor Center between 0730-0800. Noone arriving after 0755 will be processed onto the installation or given handout materials. Proposals must include a price on all line items or they will not be considered. In addition, all proposals must include copies of the applicable credentials and licenses for personnel performing the surveys and list the laboratory proposed to perform the actual testing. The Period of Performance for the contract will be 120 days from the agreed-on start date. STATEMENT OF WORK 1. SCOPE OF PROJECT 1.1 This project is for hazardous materials surveys for buildings 88, 89, 312, 322, 569, 807, 833, 841, 855, 859, 865, 920, 921, 922, 923, 924, 930, 1113, 1127, 1245, 1264, 1284, and 1285. The surveys are to include sampling results for asbestos, lead-based paint (LBP), mercury, polychlorinated biphenyls (PCBs), or any other hazardous materials reasonably suspected to be present in the buildings. 1.2 Asbestos Requirements: Contractor shall perform a full building pre-demolition survey in accordance with 40 CFR part 61 NESHAP and provide a report of the results and copies of all sampling results. Contractor must have AHERA certification for building inspector, contractor supervisor, project designer, and management planner. All materials containing asbestos must be identified. The contractor shall provide a written survey report with type, concentration, location and quantities of all asbestos containing materials to include both tabular and graphical information. 1.5 Heavy Metal Requirements: A lead based paint survey, PCBs and Mercury inspections for all buildings shall be provided. Contractor shall ensure one or more composite samples for the Toxicity Characteristic leaching Procedure (TCLP) for heavy metals. Contractor shall send all samples to an EPA certified (either state or Federal) lab having a comprehensive QA/QC program. The lab must complete the analysis and send results to 49 CES/CEV. 1.6 Completion: Individual buildings will be marked complete, and can be invoiced, when surveys and reports for that building have been accepted by 49th CES. 2. SECURITY PROCEDURES 2.1 Installation/Vehicle Pass: The contractor shall submit a Holloman AFB Visit Access Request (VAR), on company letterhead, through the designated review/approval channels to the 49 SFS Pass and Registration Office, NLT 7-duty days prior to requiring access to Holloman AFB. 2.2 Retrieving Identification Media: The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. Upon receipt of retrieved access passes, the contractor shall return items to 49 SFS Pass and Registration office within five (5) duty days. 2.3 Weapons, Firearms, Ammunition, and Illegal Drugs: Contractor employees are prohibited from possessing weapons, firearms, ammunition, or illegal drugs on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Holloman AFB. Violators will be denied access to the installation. 2.4 Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of Holloman AFB to include, DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment. 2.5 Travel Restrictions: Contractor personnel are NOT AUTHORIZED in areas of the installation other than their appropriate place of duty and the routes of travel to and from installation entry/exit points. Contractor personnel are only allowed on base to perform functions directly related to their respective contract. Contract personnel may use the following dining facilities: McDonalds, Popeye's, Bowling Alley, and the food court located in the Base Exchange. 2.6 Contractor personnel must carry a photo ID (i.e. driver's license) along with visitors pass, at all times. Obtain pass from Security Forces Pass and Registration at the front gate. Limit access to the site to persons involved in the work. 2.7 Temporary storage facilities require Contacting Officer approval.
