Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912P4-08-T-0027 Black Rock Lock Back Flow Prevention (BFP) and Water Service Piping. This solicitation is an invitation to bid (IFB). This is being set aside for small business. NAICS code is 238220 with a standard of $14.0 1.1Description of Work Vendor to perform work as noted below to install a potable water backflow prevention (BFP) device within a “Hot Box” enclosure, and required water service pipe modifications to the existing potable water service for the Black Rock Lock operation building. The work limits will be confined to the west side of Building No. 1 on the USACE Reservation located at 1776 Niagara Street, Buffalo, NY. The Vendor shall provide all labor, materials, supplies, tools, etc, unless otherwise noted, necessary to complete the work specified. The specific requirements of this contract include: •Turn off water to the existing lock operation building. The shut-off gate valve is located in the ceiling of Building No. 1. •Saw-cut and remove existing asphalt pavement as required. •Provision and installation of a heated Hot Box enclosure, Model HB1T (Fiberglass) w/ 4-inch thick concrete slab-on-grade and a 1-inch Watts Model 009QT BFP device. Location to be between the existing guide rail and sheet pile wall. Specific location shall be confirmed with USACE personnel prior to commencement of the work. •Excavate to locate existing water service piping. The USACE has provided a 2”± diameter hole in the sheet pile wall, two cells south of the existing water service location, and at an elevation of 17’-4” below low the top of the existing sheet pile wall. This approximately 9.5’ below existing water datum. The location of the hole is marked at the top of the existing sheet pile wall. The Contractor shall excavate to locate this opening. Note that the Contractor shall support or cut and replace the existing sanitary sewer lateral that is in the vicinity of the new water service. •The existing water service shall be cut at the sheet pile wall. This pipe shall be re-routed to the Hot Box to provide a continuous water service pipe from Building No. 2 to the Hot Box. Install new copper pipe from the Hot Box to the new 2” opening in the sheet pile wall. Terminate at the sheet pile wall with a dielectric union and hose barb adapter. All new pipe shall be one-inch diameter Type “K” copper. Note that the USACE dive personnel will make the underwater connection to the existing water service piping on the lock side of the sheet pile wall. The contractor shall disinfect and pressure test all new water service pipe installed in accordance with NYS Health Department requirements. •Provide sheeting, shoring and bracing, as required to protect the excavation and existing infrastructure. The sheet pile design submittal shall be prepared and stamped by a licensed professional engineer registered in the State of New York. •Removal and reinstallation of existing guide rail along the slip wall. •Provide temporary fencing at the excavation and slip wall. •Provision of and installation of required electrical cable, conduit, panel boxes, connections, hand holes, etc. to provide a complete and operable system. Connect to a spare breaker in the existing panel box. All work shall be in accordance with current NEC standards. •Placement of a non-shrink grout at the opening in the sheet pile wall where the new water service penetration is located. •Placement of select granular backfill in all excavated areas. The backfill material shall be NYSDOT Subbase Course, Type 2, or approved equal. Granular backfill material shall be compacted in accordance with NYSDOT Standard Specifications and to 98% compaction, as determined by Modified Proctor analysis. •Installation of asphalt pavement, as required. Contractor is to assume that the existing pavement section is to be matched in-kind, and that this section consists of 3” Type 2A dense binder and 1” Type 7 top course. •General site restoration of any damage caused as a result of the work or negligence on the part of the Contractor. Standard Clauses apply 52.212-1 Instruction to Offerors - Commercial 52.212-2 Evaluation - Commercial Items 52.212-3 Offeror Representation and Certifications Commercial Items 52.212-4 Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items. All contractors must be CCR registered. SITE VISIT WILL BE AT U.S. ARMY CORPS OF ENGINEERS OFFICE. September 4, 2008 at 10:00am. This will be the only site visit. Bids will be due to the U.S. Army Corps of Engineers, 1776 Niagara Street, Buffalo NY by 4:30 September 11, 2008.
