Description
This is a sources sought notice to seek potential sources that can provide non-personal services for Data Analysts for the Military Center Commodity Management Services (MCCMS) at Military Treatment Facilities in San Antonio TX. Locations may include, but are not limited to, Wilford Hall Medical Center (WHMC) at Lackland AFB, also referred to as the Medical Treatment Facility (MTF), Brooke Army Medical Center, 37th Medical Group, other clinics, annexes and any successor organization(s) of WHMC, if applicable. Specific tasks include, but are not limited to the following: Identifies and enhances forecast of requirements, financial planning, and budget execution across Defense Health Program (DHP) and/or medical commodities, which includes the capture and/or retrieval of financial data, development and tracking of key performance indicators, trending of data for potential improvement efforts at other MAJCOM sites, and reporting of results. Analyzes data extracted from various applications such as the Commander's Resource Integration System (CRIS), Automated Business Services System (ABSS), and Wide Area Work Flow (WAWF). Data extracted must be validated for accuracy and completeness and refined into a format for specific individual analyses or summary reports. Develops detailed recommendations for procedural changes that affect financial expenditures specific to reconciliation processes within the selected organization. Identifies potential improvements in the financial program, development of specific data mining techniques to ensure accuracy of each document, by commodity, and the implementation of a data management/commodity surveillance service which efficiently integrates existing organizational processes. Identifies excess funds or over-execution by commodity, specifically within each Fund Cite Authorization (FCA), Blanket Purchase Agreement (BPA), and contract line item where potential surplus funding may be de-obligated and reapplied within the current execution year. Assists organizational staff, with data mining and analysis of the Operating Budget Ledger (OBL) and the Open Document Listing (ODL), reconciliation of data with data extrapolated from the automated tool, and subsequent identification of current and prior year funds available to de-obligate. Shall train Air Force staff on system capabilities, such as the use and functionality of such tools as the ODL, OBL, and Selective Transaction History (STH) report. Provides techniques to regularly review and update data and identify methods of improving business processes within the end-user organization. Provides Help Desk operations to ensure coverage from both a subject matter expert and systems operation perspective. Provides and maintains both production and training sites for users. Migrates, installs and supports developed systems on a.mil hosting site for both testing and live deployment. Maintains the system on the hosting site, including, but not limited to data backups, disaster recovery, network address administration, network security administration and integration with Portal Applications. Assists with input of specific commodity data into MCCMS System. Identifies missing contracts, funding documents, invoices for the 59th MDW. Provides assistance to the 59th MDW to enter contract information into the system and complete initial quality control actions. Completes monthly, quarterly, semiannual, and annual quality control actions. Retrieves commodity specific data from current systems (i.e. CRIS, ABSS, WAWF, IAPS, EDA and MCCMS). Monitors payment and invoicing to ensure all commodities are flowing through the DFAS stages of accounting. Identifies any dormant commodities to leadership immediately to ensure action can be taken to ensure funding is reprogrammed before the end of any one fiscal year. Identifies excess funds, or over execution by commodity, specifically within each FCA, BPA, and contract line item where potential surplus funding may be de-obligated and reapplied within the current execution year. Supports continuous review of OBL and the ODL to identify current and prior year funding available for reprogramming, de-obligation, or modification. Utilizes CRIS to continuously reconcile each commodity to ensure invoiced payments made to vendors match exactly with data input into MCCMS. Utilizes the MCCMS data base to store current, future, and prior year commodity specific data, validating that data on a routine basis with other sections, such as Resource Management and Contracting Squadrons. Trains new users assigned to the Contracting Services Section on use of MCCMS, to include the capability to identify and use individual report formats to review and update the data. Manages all users assigned to use MCCMS, assigning user IDs and passwords with approval of the Contracting Services Section Chief. Provides an open line of communication to the MCCMS Systems Architect to report possible upgrade opportunities, report requests or enhancements. Creates and maintains an electronic library containing copies of every contract, contract modification, MIPR, funding document, in regards to FCAs, BPAs, and contract. This sources sought is solely for planning purposes and does not constitute an invitation for bid, request for proposal, nor request for quote and is not to be construed as a commitment by the Government. Large and small businesses are encouraged to participate in this survey. The information you provide may be used by the Government in developing an acquisition strategy and purchase description. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) "number of employees" as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (e) the amount of "annual receipts" as defined by the Federal Acquisition Regulation (FAR) part 19. Responses should also include your company's cage code, phone number, fax number, and business size. In addition, the respondent must provide a capability statement that addresses the organization's qualifications and ability to perform as a prime contractor for the work described above.
