- Introduction The State Media Services Program (SMSP) provides State and U.S. Territory National Guard Retention and Recruitment Commands (RRCs), and marketing personnel (military and civilian) access to professional media buying and placement services. The SMSP is an opt-in program made available to the States and U.S. Territories. Through the SMSP, state marketing personnel, and RRCs have access to local advertising placement and creative resources in support of their advertising and marketing programs. Background This SMSP Performance Work Statement (PWS) covers broad requirements for contractor-provided products and services to create, plan, and place advertising in a variety of media, to include, but not limited to print, classified, out-of-home, theater, online and wireless advertising for participating states. The State Media Services Program is available to the State and U.S. Territory National Guards. The National Guard (NG) is responsible for oversight and program management at the national level. This PWS is a solicitation for services to replace the current State Media Services Program contract that is due to expire on 10 Jan 2009. The National Guard relies upon the Traditional Advertising and Marketing contracts to produce NG-approved creative materials, consistent with NGs umbrella advertising campaign(s), and national branding and message. Accordingly, the SMSP contractor will utilize these NG-approved creative materials. These creative materials may require customization for placement in the individual States and U.S. Territories. Scope The State Media Services Program (SMSP) shall support the State and U.S. Territory marketing personnel and/or RRCs, in providing access to creative resources and placing local advertising, which are customized to support local advertising and marketing programs. The SMSP is an opt-in program. The SMSP relieves state marketing personnel of the administrative and economic burdens associated with executing all phases of local advertising efforts, which frees up management time to focus on other mission critical initiatives. This PWS covers broad requirements for contractor activities and services that include, but are not limited to, the planning, purchasing, and placement of local advertising as dictated by individual State and U. S. Territory marketing personnel, and at the direction of the National Guard. In addition, at the direction of the National Guard, the SMSP contractor shall produce new creative materials as needed; however, to the extent possible, the SMSP contractor shall use and/or customize existing NG-approved creative materials to minimize costs. The SMSP contractor will also ensure that any creative materials produced reflect the look/feel/tone and message of the National Guards national umbrella advertising campaign(s). The number of annual placements in all States and U.S. Territories average 50,000 to 60,000. Fewer than 10 States place theater or online/Internet advertising. It should be noted that while the Army National Guard (ARNG) has historically been the only user of this contract, it is possible that in the future, the Air National Guard (ANG) may utilize this contract and issue task orders (TOs) in support of its manpower requirements. State Media Program Office The SMSP contractor shall establish and staff the State Media Program Office. Program Support The SMSP contractor shall staff the State Media Program Office, and perform program office activities that include but are not limited to the following: "Assign a Program Manager that will be designated as Key Personnel that will serve as the primary interface with the National Guard "Assign a Contract Manager and a Media Supervisor that will be designated as Key Personnel "Staff the program office with qualified personnel "Manage and oversee all contract activities and services as defined in the PWS and the contractors proposal "Serve as the single point of contact for State and U.S. Territory marketing personnel and/or the RCCs "Provide toll free telephone and e-mail access to the Program Office "Coordinate with other National Guard contractors, including the Marketing and Traditional Advertising contract holders, and National Guard entities such as the Strength Readiness Support Center (SRSC, in T/V, which provides visual support to the States and NG), as required "Ensure that creative materials submission requirements (i.e. media outlet requirements) and required specifications of the advertisers are utilized and available for subsequent reference "Execute a quality assurance/control program to ensure that creative materials, media placements, and all other program activities and services meet and/or exceed requirements oProvide a draft Quality Control Plan (QCP) with the proposal oProvide an updated QCP within 30 days after award oMaintain and update the QCP as required throughout the life of the contract "Provide the National Guard periodic reports as required in the PWS. Provide briefings, correspondence, memoranda, ad hoc reports, analyses, as required or as directed by the NG "Conduct at a minimum quarterly review meetings, and upon request with the NG "Perform market research/analysis to support the states media planning, strategies, decision-making and placement. Research issues, opportunities, innovations, or technologies consistent with the individual states programs or as directed by the NG "Ensure the Government has full rights, ownership and/or other protection to for full, unrestricted use of all program produced creative materials in perpetuity "Verify all advertising materials, tear sheets, and billing documents and help resolve disputed billing and placements (pursue and negotiate make goods) "Coordinate and manage all subcontracting and vendor arrangements State Media Plans The SMSP Contractor shall execute NG-approved state marketing plans as directed State and U.S. Territory marketing personnel, and/or the RRCs "Support each participating State and U.S. Territory National Guard in preparing annual state media plans, detailing media concentrations, monthly media placements, and costs. "Perform state media planning activities that include but are not limited to the following: oReviewing and updating annual state media plans and monthly media plans, and/or as necessary, support State and U.S. Territory marketing personnel, and/or RRCs to develop and update such plans oExecuting NG-approved state marketing plans as directed by State and U.S. Territory marketing personnel and/or RRCs oAdvising State and U. S. Territory marketing personnel, and/or RRCs regarding issues with executing NG-approved state marketing plans. Support Systems The SMSP Contractor shall provide the information systems, tools, and communications systems that will be utilized in support the SMSP to: "Maintain and archive NG approved creative library of materials in a database accessible by all states for review, retrieval, and potential use "Provide web access to the creative library of materials for all authorized users "Provide e-mail capabilities "Ensure systems and applications are Microsoft compatible "Track all activities, including requests and placement of advertisements "Maintain an accounts payable systems to ensure all billings and any disputes are handle effectively and documented; and can be audited "Maintain backups of all systems, databases and information, including off-site storage of same, such that recovery can be accomplished for continuity of operations (Restore Time Objective (RTO) should be no more than 24 hours) "If support systems are outsourced, then the SMSP Contractor shall provide the details of the agreement with the proposal Conferences & Training The SMSP contractor shall provide conference and training support. "Participate in the annual Strength Maintenance Conference and other conferences as directed by the NG throughout the year. Specifically, the National Guard requires that the SMSP contractors media coordinators and management participate in the annual Strength Maintenance Conference. For other conferences, the SMSP contractor attendance (location, duration and number of personnel in attendance) will be as directed by the NG "Provide media training and instruction on a formal basis annually, and on an ad hoc basis as required. Actual experience indicates high staff turnover rates for state marketing personnel. In addition, there is a diverse range of advertising experience. The number of training sessions and the staffing at those conferences/meetings will be as directed by the NG "Develop, produce, and deliver National Guard marketing and advertising training to state marketing personnel. The training will focus on the State Media Program Services and program tools. The desired training concepts and information include introductory media planning and buying, media best practices, and an update on the national SMSP programs "Plan for supporting up to six conferences and/or training sessions throughout the year. All travel will be in accordance with the Department of Defense (DOD) Joint Travel Regulations (JTR)
