This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912P5-08-T-0031 is issued as a request for quotation for small business set-aside utilizing the associated NAICS code 561621, standard size of $11,500,000.00, SIC Code 7832. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. Provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. Offerors shall include with their offer a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Clauses 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, 52.204-2, Security Requirements, 52.204-3, Taxpayer Identification, 52.204-6, Data Universal Numbering System (DUNS)Number, 52.204-7, Central Contractor Registration, 52.204-9, Personal Identity Verification of Contractor Personnel, 52.209-6, Protecting the Government's interest When Subcontracting With Contractors Debarred, Suspended, or Proposed for Debarment,52.213-2, Invoices, 52.236-7, 52.237-2 Protection of Government Buildings, and Equipment,52.249-2, Termination For Convenience Of The Government(Fixed Price) are applicable to this acquisition. This contract includes all US Department of the Army approved Integrated Commercial Intrusion Detection System II (ICIDS-II) security system equipment, materials and labor necessary for the installation of: 1)49 total rooms that need ICIDS II protection in the 1st Brigade Combat Team (BCT) area. a)31 arms rooms for the Company Operations Facilities b)One Sensitive Compartmented Information Facility (SCIF), two operations centers and three S2 Vaults for the 1 st BCT Headquarters c)Six arms rooms and six COMSEC rooms for the Tactical Equipment Maintenance Facilities 2)Sensitive Compartmented Information Facility's (SCIF) alarm system must be independent of all external systems, physically located within the SCIF and controlled by SCI cleared personnel who will act as the system administrators. The 1st BCT Headquarters Building,201000, access control will consist of: a)access control server for the SCIF b)access control for the SCIF's main entrance: (1)Premise Control Unit (PCU) for internal alarms with connectivity to the ICIDS II Alarm Panel. (2)A Balanced Magnetic Switch (Harco Magnasphere HSD) on every SCIF entry or exit door. (3)Install Motion Sensors (UL 2050 compliant) w/tamper switches at each door and window. c)the following internal components for the ICIDS II Access Panel (located within the SCIF) : (1)Card reader (proximity or card swipe) with PIN Card reader (proximity or card swipe)with PIN. (2)Magnetic lock or electronic strike release with a request to exit device. d)The data and secure equipment will be stored within the secure Communications Equipment Room (located in the SCIF), on a separate alarm zone with alarm condition sent to the Directorate of Emergency Services (DES) Police station monitoring station for response. Only alarm information will be sent to the main server and the for alarm response. e)The ICIDS II system for this room is included in para. 1 above. 3)One ICIDS II server system to be located at the DES to monitor all BCT intrusion detection devices. 4)The SCIF and DES servers must be connected by LAN to the FT Bliss alarms network. All of the connections from the control panel, to the servers, the main server, and the alarm monitoring station will be encrypted at 128 bit as per the D.I.A. directive. 5)Vendor will assist in programming of SCIF server and give a brief operations training session. 6)This RFQ will be considered as a turnkey installation and will contain the required equipment for completion. 7)This RFQ includes all work inside of the room. It does not include any conduit, electrical connections, or LAN connections & devices. 8)System shall be installed to meet local codes including NFPA, Standard Building Code and Life Safety Code. The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ), W912P5-08-T-0031, for the acquisition and installation of Integrated Commercial Intrusion Detection System II (ICIDS-II) security system equipment delivered to address: 20100 Kasserine Way, Fort Bliss, TX 79916. The Government intends to award a firm-fixed price contract. All offerors must be registered in the Central Contractor Register (www.ccr.gov) in order to be awarded a Government contract.
