Description
Western Area Power Administration (Western) intends to award one ormore contracts for Centralized Helicopter Maintenance Services. Contractor shall furnish all labor, supervision, facilities, materials, equipment, tools and supplies necessary to provide Centralized Helicopter Maintenance Services to accomplish scheduled major inspections, overhauls, major alterations, major repairs, unscheduled major inspections, scheduled 100-hour and annual inspections on 3 Western helicopters, and their components. Work includes time between overhaul (TBO) inspections and replacement of retirement life items listed under the following type certificates: H2SW, E4CE and E1GL, with latest revisions. Western operates the following aircraft: one Bell Helicopter Model 407, Registration # N617DE, Serial l#53798 (based at Loveland, CO); one Bell Helicopter Model 407 N619DE, Serial #53410 (based at Phoenix, AZ); and one Bell Helicopter Model 206L-3, Registration # N27TK, Serial #51138 (based at Huron, SD). Minimum qualifications include requirement that contractor must be a FAA Certified Repair Station. Offerors may submit quote(s) for one, two or all three of the helicopters. In accordance with the Service Contract Act, the applicable U.S. Department of Labor Wage Determination will apply for the contractors service facility location. Place(s) of performance is unknown at this time. The Contracting Officer will obtain wage determinations for specific places of performance if asked to do so in writing (via email) by September 12, 2008. Term of contract is anticipated at one base year and four option years. The solicitation is set aside 100% for Small Business Concerns (NAICS Code 488190, size standard $6.5 million). The solicitation (Request for Quotes/RFQ) will be issued electronically on or about August 27, 2008. Quotes may be submitted by regular or express/overnight mail. Quotes submitted electronically or by fax will not be accepted. Proposals will be evaluated based upon the criteria stated in the RFQ. Contractors must be registered in Central Contractor Registration database (CCR) to be eligible to receive an award from any Federal agency. Contractors must also complete the On-line Representations and Certifications Application (ORCA) electronically at http://orca.bpn.gov, and update its reps and certs annually. Proposals are due by 2:00 PM Mountain Time on September 19, 2008.
