Description
The Joint Interoperability Test Command (JITC) is the DoD interoperability Certification authority. Interoperability is the operational status of being completely operational with another organization/manufacturer's equipment, policy, and process. JITC needs to be able to document the interoperability testing results and provide detailed configuration, limitations, and results information to the system owner/customer within a minimum of 60 days of test completion. In a net-centric environment where response time becomes a critical measurement of performance, effective document management is an imperative requirement. JITC needs the ability to develop, track, monitor, improve and report on the status of deliverable documents at all stages throughout the documentation development, review, signature, and finalization for delivery/distribution process Specifically, a document tracking system that integrates with MS Outlook Lightweight Directory Access Protocol, the electronic routing form 9, the system Tracking Program SQL Database, and works in conjunction with Common Access Card enabled digital signatures. JITC requires an automated, refined, report status, and tracking tool to improve the process of document tracking for documents produced for delivery to customers. JITC requires an all encompassing standard process that can be used by all divisions in JITC. The tool for this process must provide a very easy user interface and be capable of bridging several individual data sources to produce a process that can aid in tracking, reporting, revising, signing, and delivering a final on-time product. Final products include documents that need to be transmitted to other sites for signature and documents that need to be distributed per the action officers' direction. NOTE 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
