Description
Description: This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisitions Division (CRAD). The requirement is for monitoring the coral reef fish utilization for Marine Protected Areas (MPAs) and recruitment Connectivity between the Florida Keys and Meso-American Reefs in accordance with the requirements in the statement of work for NOAA, National Marine Fisheries Service, Miami, FL. Introduction In the Atlantic Ocean, highest levels of abundance and biodiversity of corals and tropical reef/seagrass fishes occur within the Meso American atoll and barrier reef system along the Yucatan coast. There are many reported mass spawning aggregations of various commercially and ecologically important coral reef fishes. Recent conservation efforts have resulted in a portion of these sites being designated as Marine Protect Areas. In order to ensure the sustainability MPA as integrated ecosystems it is essential to understand the connections between populations, juvenile nursery areas, and the physical regime of the coastal area. It is also important to locate vulnerable sites where fish spawning aggregations occur, and to determine what regions within the reserves, due to oceanographic processes and habitat availability, are suitable for recruitment and settlement of juvenile fish. As part of this project NOAA and El Colegio de La Frontera Sur (ECOSUR) conducted joint research cruises on the NOAA Ship Gordon Gunter in March 2006 and February 2007 to collect ichthyoplankton samples from the western Caribbean. In addition a joint shore based sampling effort has been carried out since 2004. Shipboard samples were collected from the MOCNESS, neuston net, juvenile fish trawl and inshore samples were collected with channel nets and light traps. Sorting and identifying these larvae will provide the first broad map of the larval fish distributions and inshore recruitment from the Yucatan Channel south along the peninsula, and north into the Gulf of Mexico. All samples will be identified using standard taxonomic procedures described in the ‘Identification guide for the western central North Atlantic' (Richards, 2006) Fish larvae will be identified to the lowest possible taxa and data sheets provided for each sample. The intended acquisition is for services for which the Government only intends to acquire from one source under the authority of the Federal Acquisition Streamlining Act of 1994 (Title VIII, PL 103-355) as implemented at the Federal Acquisition Regulation (FAR) Subpart 12.102 and FAR Subpart 13.106-1(6). The only known source is ECOSUR. This is not a request for proposals and there is not solicitation available at this time. The anticipated performance period is date of award through one year thereafter and two option years. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The Government reserves the right to solicit quotes based on receipt of affirmative responses to this notice or issue a contract to ECOSUR, whichever is determined to be more advantageous to the Government without further notice. All interested parties must respond within (10) calendar days after publication of this notice. Responses must include the contractor's name, contact information, and information indicating capability to perform these services described herein. This notice is hereby issued as RFQ No. NFFN7600845522SWT. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. The line item(s) will be provided in accordance with the specifications listed herein. The prices shall be all inclusive of costs. The FAR clauses incorporated into this acquisition shall be: 52.212-1 Instruction to Offerors - Commercial Items (Jun. 2008), 52.212-3 - Offeror Representations and Certifications - Commercial Items (Jun 2008), 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2007), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Jun 2008) (Sections 5, 15, 16, 17, 18, 19, 21, 24, 28, 31 & 36), 52.217-8 Option to Extend Services, 52.217-9 - Option to Extend the Term of the Contract, 52.247-35 FAR clauses are available on the Internet Website http://www.arnet.gov/far. The following Commerce Acquisition Regulations (CAR) are also incorporated into this acquisition: 1352.201-70 Contracting Officer's Authority (Feb. 2005), 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (Mar 2000). The specific evaluation criteria to be used in this acquisition are presented here in descending order of importance. The following factors shall be used to evaluate quotes: 1. Knowledge of the western Caribbean fish fauna; 2. Experience in organizing, currating and managing larval fish collections; 3. Knowledge of reef fish spawning aggregations along the Yucatan coast to the lowest possible taxonomic unit; 4. Training and experience with genetic bar-coding snapper species, especially those found along the Yucatan. The Central Region Acquisition Division (CRAD) requires that all contractors doing business with the government must be registered with the Central Contractor Registry (CCR). Description of Work The contractor shall take Ichthyoplankton samples (Larval fish) collected and identify them to the lowest possible taxonomic order by ECOSUR under the direction of L. Vásquez-Yeomans. All samples will be identified using standard taxonomic procedures described in the ‘Identification guide for the western central North Atlantic' (Richards, 2006). Fish larvae will be identified to the lowest possible taxa and data sheets provided for each sample. Samples will be curated at ECOSUR and a reference collection maintained. A portion of the samples from 2007 will be sorted as noted below. Deliverables The ECOSUR research team is to identify larvae from 256 samples collected onboard the NOAA Ship Gordon Gunter. Under the conditions of the permitting they have intellectual rights to this information and the samples must remain in Mexico at ECOSUR. ECOSUR is uniquely situated as the only major research center in the vicinity of the field sites Bahia Ascension and Xcalak, on the border of Mexico-Belize. The researchers involved in this project are specialists in their field and are uniquely suited to lead this research project M. Sc. Lourdes Vasquez-Yeomans, since 1987 has been working on taxonomic and ecological aspects of coastal ichthyoplankton in the Mexican Caribbean; she has produced several papers and developed a large collection of larval fish together with a database. Currently, she is conducting larval sampling in key nursery areas of the southern Mexican Caribbean. To acquire the services from another source could result in loss of data, inconsistency in gathering and analyzing data both of which could compromise the entire program.
