Description
The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and Florida Keys National Marine Fisheries Services (NMFS), Key West, FL intends to procure services to produce an assessment of derelict fishing gear (DFG or gear) in the wider Caribbean. DFG and related debris contributes to broad degradation of the Caribbean region's economic and ecological resources. Commissioning of this assessment is consistent with the findings of a workshop NOAA and Department of State held on DFG in the Caribbean at the Florida Keys National Marine Sanctuary in July, 2007. The workshop brought together relevant experts from the region who were able to exchange scientific and technical information, and where they concluded that efforts to address the problem are hampered by a lack of data and technical knowledge. The primary recommendation of that workshop was to conduct a diagnostic study to describe and quantify DFG in the Wider Caribbean, within the context of fisheries management and the prevention of loss of fishing gear. The assessment report should contain the following information: 1. A minimum of 5 Caribbean states to be included in the assessment. 2. Quantify and describe the types of gear used by fishery and by region and/or country. 3. Quantify and describe, as much as possible, the amount of gear lost, by gear type and other reasonable factors. 4. Quantify and describe regional and/or country differences in gear-loss rate, and potential reasons for these differences. 5. Describe weather and other conditions that contribute to gear loss. 6. Describe regional and/or country efforts to address gear loss. 7. Describe regional and/or country efforts to reduce DFG impacts (rot cord, degradable panels, natural materials). 8. Describe the methodology as to how this information will be gathered. The contractor shall be able to: -Demonstrate education or experience in data collection relating to fisheries and marine resources in the wider Caribbean -Demonstrate education or experience in fishing gears used in the wider Caribbean, and/or with DFG encountered in the wider Caribbean -Demonstrate education or experience in how DFG impacts and interacts with the marine environment -Demonstrate education or experience in data analysis and report writing relevant or similar to the subject matter of this project (DFG in the Caribbean) Interested parties can request a copy of the Request for Quotation.
