Description
This is a combined synopsis / solicitation for NOAA, Facilities & Engineering Branch located in Seattle, WA for a contractor to provide labor, tools, materials and supervision to install, test and certify a Government provided crane at the Juneau Subport in Juneau, Alaska in accordance with the following statement of work: Juneau, Alaska Subport Wharf Crane Installation 1.0 Organization 1.1 Organization The National Marine Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 1.2 Background The NMFS Subport Juneau is the primary laboratory and research project support base for NOAA's Alaska operations. The facility provides mechanical support for the laboratories, boats and equipment at Auke Bay, for shipboard research projects and for field experiments at land based research sites. In addition, the Subport provides a docking facility for ships calling in Juneau to load supplies and equipment for research projects. 1.3 Existing Condition The crane and new concrete plinth on the wharf were purchased/constructed under a separate contract. Both will be readily available and the area around the installation site will be clear and free of debris. Crane services to pick up and place the new pedestal and upper rotational assembly will be provided by the plinth contractor. In addition, the installation of the new electrical panel and the installation of power cabling to the panel will be completed by the plinth contractor. 2.0 Objective/General Information 2.1 Provide field technician for the installation of the Government provided knuckle telescopic crane model #50KTSC5000 crane. 2.2 The Contractor shall be normally engaged in the installation of crane systems, and shall have a minimum five years verifiable experience. Installers shall have a minimum of two years experience installing crane systems. 2.3 References: a. Goodcrane Corporation - Product Description, specifications, Load Chart and Crane Installation Instructions. (Attached in pdf) b. Goodcrane Corporation - Standard Operating Procedure, Testing Procedure Certification. (Attached pdf) 3.0 Services Required Provide labor, materials and equipment necessary to install the new crane as listed in paragraph 3.1. provide all labor, tools, materials and supervision to test and certify the new crane to serve the facilities at the Juneau Subport in Juneau, Alaska. 3.1 Installation 3.1.1 The Construction Contractor who installed the pilings shall lift the pedestal onto new foundation. The contractor will also provide mounting nuts. Work required under this scope of work includes leveling pedestal using shims if required and torque the provided nuts to 1469 ft. lbs - 0, + 35 ft. lbs. 3.1.2 The Construction Contractor who installed the pilings shall lift the upper rotational assembly onto the pedestal. Work required under this scope of work includes all other services as listed in Ref. a., step 2. The required bolts shall be provided under this scope of work. 3.1.3 Plumb hydraulic system i.a.w. Ref. a., step 3. Hydraulic hoses will be provided by the Government. 245 gallons of hydraulic oil i.a.w. Chevron Clarity Hydraulic oil AW ISO 32 shall be provided. 3.1.4 Installation of the electrical panel and all work associated with Ref. a., Step 4 will be provided by the construction contractor who installed the pilings. 3.1.5 Install load hook and crane sensor and start hydraulic power unit i.a.w. Steps 5 and 6 of Ref. a. 4.0 Test & Certification 4.1 All test equipment, instruments, tools, and labor required to conduct the tests shall be provided. 4.2 The crane system, including its sequence of operation, shall be demonstrated to the POC under no load condition i.a.w. Ref. b, Step I. In the event the system does not operate properly, the test will be terminated. Corrections will be made and the testing procedure will be repeated until it is acceptable to the POC or his representatives. 4.3. Upon satisfactory completion of paragraph 4.2, load test crane i.a.w. Ref. b, Steps, 2 through 11. Load shall be 125% of safe working load (SWL) which is 5000 lbs. at maximum reach. 5.0 Training 5.1 Upon completion of testing, the installed shall present a minimum of 2 hours of documented formalized instruction for NMFS personnel, detailing the proper operation of the installed System. 5.2 The instruction shall be presented by a person knowledgeable in the operation and maintenance of the equipment and is thoroughly familiar with the installation. 6.0 Additional Requirements 6.1 Vendor will be responsible in keeping all work areas clean and free of debris. 6.2 The premises will be occupied during the performance of the work. Vendor to coordinate his/her work with POC to accommodate both the work schedule and completion date. 7.0 Environmental Protection 7.1 Vendor to comply with all applicable Federal, State, and local laws and regulations concerning environmental pollution prevention and waste disposal. 7.2 Vendor will keep the NWFSC compliance office informed of any environmentally hazardous situations that may arise. 8.0 Safety Requirements 8.1 Vendor to ensure they are in compliance with all Federal, State, and City safety regulations. The vendor is responsible for supplying safety equipment to its personnel. Safety items include but are not limited to eye protection, ear protection, gloves, etc. 9.0 Point of Contact 9.1 The NMFS will designate a point of contact (POC) for questions, review, and acceptance of work. The point of contact will be responsible for task coordination and acknowledgment of project completion. 10.0 Performance 10.1 Place of Performance Services to be performed at Juneau Subport, Juneau, Alaska. 10.2 Period of Performance All services to be complete by October 10th, 2008.
