- This amendment modifies Broad Agency Announcement (BAA) W911W6-07-R-0003 as follows: (1) revises the descripton for Topic 02-2008: Advanced Aircrew Protection; (2) revises Anticipated Funding and Performance Period to update anticipated funding for FY10 and clarifies desired performance periods; (3) clarifies Security guidance for offerors responding to Topic 01-2008; (4) clarifies/identifies additional infomation to be included in the cost proposal; and (5) revises anticipated contract award and abstract and proposal submission dates for award cycles 2 and 3. All previous guidance remains unchanged unless revised via previously posted Amendment. 1. TOPIC 02-2008: Advanced Aircrew Protection U.S. Army Aviation accident data shows that approximately 90 percent of helicopter impact type accidents are survivable. As a result, many helicopters have been upgraded with crash protection features such as energy absorbing crashworthy crew and troop seats; high energy absorbing landing gears; improved occupant restraint systems; and supplemental restraint systems including cockpit air bag systems. However, as mission gross weights have grown and aircraft velocities have increased, the effectiveness of the features intended to prevent occupant fatalities and minimize the number and severity of occupant injuries in a crash has decreased. Advanced Aircrew Protection will address the subsystems constituents of crashworthiness, to include innovative and advanced energy absorbing concepts/technologies and devices, and active crash energy sensing and management concepts/technologies to provide optimum crash protection to occupants of current and future aircraft in varying aircraft, aircrew and crash impact conditions. Based on Cycle 1 awards, an integrated active crash protection system approach with an open system architecture is currently being investigated with an external air bag system as the initial active crash protection subsystem demonstrator. An active restraint/headrest subsystem is also being explored under a Cycle 1 award which has a potential for integration into the active crash protection system. Under award Cycles 2 and 3, additional innovative and advanced crashworthiness technologies for aircrew and troop protection, which will reduce fatalities and minimize injuries, are sought. If innovative and advanced energy absorbing technologies and concepts are proposed for aircrew or troop seats, it is important to address improved ergonomic design features/technologies, which must function in synergy with the crash energy attenuation design concepts/technologies to improve crew endurance and performance during extended missions while providing increased survivability in crashes. As crashworthiness from a subsystems perspective is largely a crash energy management problem, efforts in this area are expected to yield at least a 25% increase in crash energy attenuation over current systems. The advanced aircrew protection concepts and technologies to reduce occupant fatalities, minimize injuries, and improve crew endurance and performance must be developed with minimum adverse impact on weight, cost, space, power, and in-flight performance. 2. TOPIC 01-2008: Conventional Threat Protection - Approximately $5.7M ($1M FY08, $1.05M FY09, $1.64M FY 10, and $2.1M FY11). TOPIC 02-2008: Advanced Aircrew Protection - Approximately $5.7M ($1M FY08, $1.05M FY09, $1.64M FY 10, and $2.1M FY11). FY 08-09 funding specified for Topics 01 and 02 has been obligated under Cycle 1 awards, and therefore, is no longer available. Except for Cycle 3, which shall have a period of performance of approximately 11 months or less, it is desired that proposals include a period of performance of 12-24 months. Offerors shall insure that the period of performance will be completed by September 30, 2011. 3. Offerors responding to Topic 01-2008 must have a facility clearance, storage capability and personnel cleared to perform at the Secret level. Evidence of facility clearance, storage capability and personnel cleared to perform at the Secret level shall be provided with proposal submission. 4. The Security Clearance Information (specified in the Security Requirements Section) and the Subcontracting Plan (specified in the Subcontracting Plan Section) shall be included in the cost proposal (if applicable). 5. Anticipated contract award dates for the three cycles are as follows: March 2008; October 2009; and October 2010. To be considered for the first quarter FY 10 award, the abstract cut-off date is May 20, 2009 and the proposal cut-off date is not later than 1:00 p.m. August 14, 2009. To be considered for the first quarter FY 11award, the abstract cut-off date is May 20, 2010 and the proposal cut-off date is not later than 1:00 p.m. local time, July 13, 2010. Proposals received after the due dates indicated above will be held and evaluated in the subsequent evaluation cycle only if the proposal includes a validity date which has not expired. Any proposal received after the final cut-off date of July 13, 2010, will be handled in accordance with FAR 52.215-1, Instructions to Offerors - Competitive Acquisition.
