- THIS IS A MODIFICATION/AMENDMENT NO. 1 TO SOLICITATION NO. DTFH61-08-Q-00080. THE FEDERAL HIGHWAY ADMINISTRATION IS HEREBY EXTENDING THIS SOLICITATION FROM THURSDAY, AUGUST 28, 2008 TO FRIDAY, AUGUST 29, 2008 @ 3:00 PM EST. ADDITIONALLY, HERE ARE QUESTIONS AND THE CLARIFICATIONS BEING PROVIDED. Section IV.1 – Please clarify, is the pricing to be provided per the table included on page 6 under Payment Provisions, or a detailed cost breakdown as noted in Instructions? If the pricing is firm-fixed price, why is the cost breakdown being asked for? As stated in the Request for Quote, a firm fixed price shall be provided for each task for the base and option years. The breakdown of the total cost is requested to see how the offerors derived at their firm fixed price. SOW.Contractor Pricing and Payment Provision – How will the invoicing and payment components of this contract work? If the contract is for 100 assessments per year, shouldn’t the pricing reflect a per assessment cost for Tasks 4-5 rather than a firm-fixed for the 100? Proposals are to be based on a fixed price based on 100 assessments. Offerors shall also include the cost per assessment. SOW.Delineation of Contractor Tasks.A – For planning purposes, how many assessments per month are you anticipating asking for? Will these be approved by Task Orders? The government is anticipating awarding a firm fixed price purchase order for the base period not a task order. It is anticipated that the assessment will be announced and conducted to the identified 100 within a specific period of time and completed within a specified period. SOW.Delineation of Contractor Tasks.B – Are you requiring that the entire assessment only be 50 questions, or just the open-ended question section? With 28 competencies, the assessment will probably require 100+ questions to adequately measure the responses on each competency. It is anticipated that the assessment will consist of no more than 100 questions with a desired number of questions to be closer to 50”. SOW.Estimated level of effort – Task 5 is not represented on this list. Was this an oversight? Task 5 will be included in the estimated level of effort – No estimate available at this time. SOW.Estimated level of effort – How many times do you see tasks 1, 4 and 5 being repeated across a year? Tasks 1, 2, 3, and 4 are completed once annually. Task 5 requires reports and graphical representations as requested on collected data be define and available to be processed as requested. This also includes ad hoc reporting on all fields. SOW.Work Location – The SOW indicates that some work may take place at the contractor’s facility, where will the rest of the work take place? Are all 100 participants going to be at one location, for example, Washington, DC? Any onsite work will be in Washington HQ. The participants will be across the country in every state. Assessments will be completed in HQ and all other work to be completed at the contractor’s facility?. The Federal Highway Administration (FHWA) has a requirement to conduct a 360 Degree Feedback Assessment for Supervisors, Executives and Managers. This is a combined synopsis solicitation. All interested parties should submit their offer in accordance with the attached solicitation. The solicitation and all related documents and amendments, if any, shall be released and available electronically through the Federal Business Opportunity (FBO) under Fedbizopps at www.fbo.gov. Choose the FedbizOpps for “Vendors” option followed by selection of the DOT/FHWA selection. NO WRITTEN, TELEPHONIC, FASCIMILE OR E-MAIL REQUEST will be honored. Interested parties can register at the aforementioned site to receive procurement announcements by e-mail. Since the solicitation is only available electronically, it is the responsibility of the interested parties to monitor the FedBizopps website for any solicitation amendments. All responsible sources are encouraged to submit an offer. The award resulting from this solicitation will be made to the offeror whose offer uniforms to the solicitation and represents the best value to the government. This is a 100% small business set-aside. Offers are due Thursday, August 28, 2008 by 10:00am Eastern Standard Time. This is a Simplified Acquisition and the threshold is $100,000.
