- The Request for Proposal (RFP) will be issued as a competitive 8(a) in accordance with FAR 6.204. The RFP will be open to participation by interested firms with specialized experience and qualifications required by this contract utilizing the Two-Phase Design/Build selection procedures of FAR 36.3. This solicitation will result in an award of a firm fixed price construction contract for acquisition of a boiler water treatment facility. The period of performance will be 365 days from the date of the award. Award will be made to the offeror whose price and technical proposal provides the best value to the Government using a trade-off approach. This procurement is for one solicitation resulting in the design and construction award of new boiler water treatment facility for Naval Station, Great Lakes, IL. The estimated price range for the project is approximately $2,900,000.00 to $4,500,000.00. The requirement of this project is to provide the Navy with a new permanent boiler water treatment facility to be located on the site of the original facility (in the process of being demolished), which shall provide make-up water as well as treated/polished condensate to the Central Steam Plant. The design of the permanent boiler water treatment facility shall include the building itself, the various mechanical and electrical equipment/systems to be located inside the building, the various piping systems required to connect this facility to the applicable systems inside the CSP, and the various site utilities required to allow continuous operation of this facility 24 hours a day, 365 days a year. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the Request for Proposal. Proposers will be evaluated using the Two-Phase, Design-Build, Request for Proposal (RFP) procedures that result in an award based on best value to the Government. Phase I of the procurement process will be the evaluation of past performance and experience in projects of similar size and complexity. Additionally, a letter from the Contractors bonding company showing that the firm has an aggregate bonding capacity between $2,500,000.00 and $4,000,000.00. Three to five offerors selected in Phase I will be allowed to proceed into Phase II. Selected Phase I firms will be invited to attend the Pre-Proposal Conference and Site Visit for the project prior to the Phase II RFP due date. Firms participating in the Pre-Proposal Conference and on-site process will not be directly compensated for their participation. In Phase II, the successful Phase I offerors will be required to submit technical and price proposals for design and construction of the boiler water treatment facility. Offerors who fail to submit technical and price proposals for the project will not be considered for an award. The Phase II technical proposal will require preparation of Technical Qualifications and Solutions for the project and other factors that define the quality of construction. Price proposals will include a total cost for the project, and a Bid Bond in the amount of 20% of your total bid price for the project or $3,000,000.00, whichever amount is less. Phase I Proposals will be due on or about 25 SEP 2008. The solicitation package will give exact dates.
