Description
This is a SOURCES SOUGHT SYNOPSIS ONLY. There is no solicitation available at this time. This synopsis is issued in accordance with the Federal Acquisition Regulation (FAR) Part 10. This Sources Sought Synopsis is to determine the availability of potential sources to privatize the water distribution system at Minneapolis St. Paul Air Reserve Station (ARS), MN. Privatization, under 10 USC 2688, as amended, is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. The resulting privatization will include assuming ownership of the above-mentioned utility system and providing expansions to the system to meet future needs of the government; furnishing all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system; managing the maintenance, repairs, replacement, etc., of the utility system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area; and being responsible for funding all capital investments required to acquire, maintain, and operate the system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. Contract term is anticipated at 50 years. Responses should include the following information: (1) Name, address, phone, fax, e-mail, website address, DUNS number and CAGE Code of the firm and/or any joint venture firm interested in and with the capability to acquire the described system via privatization; (2) Financial capacity with regards to ownership interest, expansion, and operation of a utility system; (3) A listing of other DoD distribution systems acquired by your firm/joint venture, including agency name, contact name, contact number, location(s), description, total values, acquisition dates; and Contracting Office and Base Civil Engineer point of contact information, including address, phone and fax numbers; (4) A statement identifying the interested firm/joint venture capabilities including understanding of any applicable federal, state and local utility law(s) and local environmental laws and regulations. Please limit your responses to under 10 pages. Responses are due no later than 1400 Eastern Standard Time 09 Sep 2008.
