Description
Sources Sought/Portable Target Packages (PTPs) The United States Government has a requirement for Portable Target Packages (PTPs). These targetry packages will include combinations of Bi-directional Stationary Infantry Targets (BSITs), Heavy SITs (HSITs), life size 3 Dimensional (3D) mannequin targets, Mannequin Drop Mechanisms (MDMs), Moving Target Platforms (MTPs), Hand Held Controllers (HHCs), battery chargers, and portable battery chargers. BSITs are target lifters capable of lifting E size targets to an upright position. BSITs will be utilized as shoot, dont shoot targets and shall be capable of turning the attached target so that either side can face the firing line. HSITs shall have the capability to lift steel targets and 3D mannequin targets and have a minimum lift capability of 100 lbs. HSITs shall weigh 50 lbs or less. HSITs shall not tip over or creep when raising or lowering a target weighing 100 lbs or less. MTPs are vehicles that will allow for 360 degree rotation and movement in all directions with varying speeds. MTPs shall be capable of carrying a MDM and a 3D mannequin target upright in a standing position. The MTP shall have a carrying capacity of at least 120 lbs and shall not tip over because of the weight and size of the target. MTPs shall have a minimum speed of 2 mph and shall be capable of speeds of at least five 5 mph. MDMs shall be free standing and shall be capable of being installed on the MTP. MDMs shall be capable of holding a 3D mannequin target upright without tipping over in winds up to 35 mph. MDMs shall only drop the 3D mannequin target when the target has been hit in the head or the chest. The 3D mannequin target shall be capable of being reset in two seconds or less. 3D mannequin targets are life size mannequins that have the ability to simulate movements a human can make except those in the wrist, hands, fingers, ankles, and toes. 3D mannequin targets shall be capable of being installed at a minimum on HSITs, MTPs, and MDMs in the standing position. 3D mannequin targets shall weigh 50 lbs or less and shall have the ability to record as hits at least 2000 small caliber (up to 7.62mm) rounds that penetrate the target before target replacement is needed. Portable Battery chargers shall be capable of charging all battery types used to power the equipment in this source sought notice and shall be suitable for use inside a range provided structure. The contractor shall provide one battery charger per battery. The contractor shall provide all necessary cables to connect to range provided power. Available power will be 120 VAC. HHC shall be capable of operating TMs at a linear distance of up to 1.5 Km. HHC will not be installed in a climate controlled tower, but instead will be portable, operating out of a vehicle, a tent, or from a hand held position exposed to the elements. The HHC shall include Microsoft Windows based target application software. A HHC will be dedicated to each of the PTPs and another will be used to control the MTP. All equipment shall be completely self-contained and shall utilize wireless communication, radio transmitters/receivers, to communicate between the target mechanisms (TMs) and the wireless HHC. All equipment shall be fully automated and shall be capable of being installed by government personnel on unimproved ranges without a pad or standard berm. No commercial power will be available on these ranges. Therefore each TM shall be provided with its own power source. All equipment except for battery chargers shall communicate using Radio Frequency (RF) or WIFI communication. All radios shall be approved by the Army Spectrum Management Office and have approved spectrum allocations and frequency assignments (JF/12 number).
