Description
The Department of Veterans Affairs (VA) requires the services of a professional historic preservation firm to assist with several different historic preservation and NHPA Section 106 compliance tasks at various locations throughout the country. The National Cemetery Administration (NCA), Department of Veterans Affairs (VA), oversees 125 national cemeteries and 33 soldiers' lots, of which the majority are technically historic and listed on the National Register of Historic Places (NRHP). It is NCA's policy to categorize its monuments as "historic," regardless of their age, and it is NCA's policy to accept appropriate, new donated monuments. NCA's monuments are found throughout the United States, but the oldest and most significant are located predominantly east of the Mississippi River. Thematically these are generally associated with the Civil War or multiple U.S. conflicts. In 2006, NCA completed an initial, comprehensive survey of its monuments/memorials in partnership with the Save Outdoor Sculpture! (SOS!) program of Heritage Preservation Inc.; this data is updated annually to assure that new monuments are documented. The oldest and most significant monuments will be identified by the History Program, NCA. NCA will prioritize and locate the monuments within manageable working "clusters" (such as a 50-mile radius) in cooperation with the contractor, to initiate the project. The contractor shall assure that a range of conservators with expertise in assessment and treatment of outdoor sculpture, located throughout the country, are available for site visits and preparation of assessment documentation.
