Description
NASA/JSC has a requirement for a Mossbauer Spectrometer MIMOS II instrument. Thepurpose of the Mossbauer Spectrometer is to meet a Mission objective set forth by theNASA Mars Exploration Program Office to search for and characterize a wide range of rocksand soils that hold clues to past water activity on Mars. NASA/JSC intends to purchase the MIMOS II instrument from Space and Earth ScienceInstrumentation (SPESI). The SPESI MIMOS II instrument operation is different fromstandard laboratory instruments because of the small size and the backscatter measurementgeometry, which were required by the Mars Exploration Rovers (MER) Mission Team. Thesmall size is a requirement to use in Astromaterials Research and Exploration Science(ARES) Mars-environment simulation chambers in order to produce exact and equivalentmeasurements to that of the MARS Mission. The backscatter geometry is required so thatrock surfaces (with and without coatings) can be analyzed analogous to operations on theMartian surface. For these reasons, it is essential to operate an electronicallyequivalent instrument in the ARES Spectroscopy Laboratory for full interpretation of datafrom the MER mission. Only Space and Earth Science Instrumentation (SPESI) makes thisinstrument and an exact replication of the flight instruments is critical to meetingMission objectives set forth by the Mars Exploration Program Office.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 9, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
