- Description
- NASA/ARC has a requirement for the coating of ten silicon carbide monolithicsamples with a layer of pyrolytic graphite in support of the Thermal Potection Materialsand Systems Branch (Code TSM) to enable cost effective TPS risk mitigation for NASAmissions involving high-speed atmospheric flight. NASA/ARC intends to purchase the services from SRI International, which is the onlyorganization that can coat the samples in accordance with NASAs requirements. SRI is theonly organization that can provide a quick turn around of the coated silicon carbidesamples in a safe controlled-atmosphere for the delivery of the coated powder. Thecontractor must allow monitoring and adjusting of coating characteristics duringprocessing, using Code TSM input. The coating methods used at SRI use features of aproprietary and patented process.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 2, 2008 to christine.m.benavides@nasa.gov. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
