Description
STATEMENT OF WORK Provision of Management, Labor, Equipment and Material For Supporting the Defense Intelligence Agency (DIA) Bolling Air Force Base, Washington, DC 20344 Date: 26 Aug 2008 Project Title: Construction Trailer (C5 Module Renovation) Project No.: 06-12-119 Project Manager:Fred Wenger III Part 1 - General 1.1.Scope: In accordance with this Statement of Work (SOW), the contractor shall provide all management, labor, equipment and material necessary to move the DIA’s construction trailer from the DIA Logisitics Operation Center (DLOC), Landover, MD to the Defense Intelligence Analysis Center (DIAC) campus on Bolling Air Force Base, Washington, DC and set-up the trailer for use as a temporary construction office. The contractor will locate the trailer on the construction lot on the West side of the DIA. The purchase order shall require the contractor to furnish all facilities, management, supervision, labor, materials, equipment and supplies, excepting those noted herein as Government Furnished for the accomplishment of the specific task(s) desired by the Government. 1.2.Duration of Project: It is estimated that accomplishing the stated task(s) shall take 10 (ten) calendar days to complete. The contractor shall make every effort to complete the project within the time allowed, however, where substantial completion of work would allow beneficial occupancy of the facility, such must occur on or before 30 Sep 2008. 1.3.Location of Project: Work required under this Statement of Work shall occur at the Defense Intelligence Analysis Center, Bolling Air Force Base, Washington, DC. Where special permits, approvals or authorities are required at the location of this work, the contractor shall not undertake any work unless and until all permits, approvals or authorities are received and official notification is made by the Contracting Officer. 1.4.Quality Control/Quality Assurance: The contractor’s Quality Control Plan as submitted incidental to the award of the overarching contract shall be incorporated by reference herein as though appearing in its entirety. 1.5.Security: The contractor shall be responsible for the security of the work site, his equipment, any Government-issued equipment and/or materials, project materials, tools, vehicles and related items used by the contractor and under his direct control. The contractor assumes all liability for the actions of his employees or those of any subcontractor or tier III entity while engaged in work within any DIA facility. 1.5.1.Escorts: Escorts will not be required. Part 2 - Government Furnished Property and Services 2.1.General: The Government may furnish property and services to the contractor as noted herein or within the original contract. Only when specifically included within the purchase order as being “Government Furnished”, shall the Government assume any liability for such provision or the failure to provide in a timely manner. 2.1.1.Government Furnished Equipment: The government is supplying one (1) 12’ x 60’ trailer. Part 3 - Specific Tasks 3.1.General: The contractor shall perform necessary tasks and services to move the DIA’s construction trailer from the DLOC to the DIAC and set-up the trailer for use as a temporary construction office. 3.2.Management: The contractor shall provide qualified management and supervisory staff to accomplish the provision of such services cited within this Statement of Work. Such personnel shall possess appropriate training and experience commensurate with the task requirements, licenses and certifications as may be required for operation of specific tools and equipment. A listing of key management and supervisory staff shall be provided to the Contracting Officer prior to contract award. 3.3.Labor: The contractor shall provide or otherwise contract for all labor, craftsmen, tradesmen and general labor as required for accomplishing the work called for under this Statement of Work. Such labor shall be trained and possess no less than “apprentice” or “journeyman” certification in skilled trades 3.4.Specific Tasks: The Contractor shall perform the following tasks: 3.4.1.Pickup and move the 12’ x 60’ trailer at the DLOC in Landover, MD and deliver it to the DIAC, Bolling AFB, Washington, DC. 3.4.2.Block and level the trailer; install 12 anchors and trailer tie-downs, and remove the hitch and store it under the trailer. 3.4.3.Install new skirting around the trailer. 3.4.4.Install restroom (toilet, sink, mirror, light switch and fan). Install new circuits to new restroom equipment. 3.4.5.Install piping and portable water and sewage system. 3.4.6.Install two (2) exterior flood lights. 3.4.7.Connect trailer to existing electrical service and ground trailer. 3.4.8.Install two (2) decks and stairs for the two (2) entrances. 3.4.9.Install one (1) existing awning. 3.4.10.Install one (1) new awning over the trailers second door. Part 4 - Submittals 4.1.Provide cost proposal. 4.2.Provide schedule. 4.3.Provide any inspection reports required.
