General Information Document Type:Sources Sought Notice Solicitation Number:TBD Posted Date:August 26, 2008 Archive Date: Original Response Date: Current Response Date: Classification Code:99-- Miscellaneous SetAsides: NAICS Code:491110 – Postal Service Contracting Office Address United States Postal Service (USPS) Material Handling CMC 8403 Lee Highway Dewey Bldg Merrifield, VA, 22082-8150 Description The USPS is currently seeking information on available technology and supplier capabilities to irradiate U.S. Mail consisting of letters, flats, periodicals, express and priority packages in the general Washington DC area for the purpose of killing any possible harmful bacteria that may reside in the mail. Background The objective of this notice is to gather information from current engineering and technology sources that can meet the requirements specified herein. This is a request for information only and is not a solicitation to purchase equipment or services. Information gathered through this announcement may be used to pre-qualify alternate sources and the opportunity to submit a proposal. Interested suppliers should submit a system description with performance data based on demonstrated operations to Darryl L. Mattocks Purchasing & Supply Mgmt. Spec., Mail Equipment Portfolio, Material Handling CMC, 8403 Lee Highway, Merrifield, VA, 22082-8150, darryl.l.mattocks@usps.gov (703) 280-7431 Requirements The following is a summary list of services that the supplier shall deliver to the USPS. Potential sources must be able to supply full contractor provided operations, diagnostic, and maintenance support for decontamination and mail irradiation sanitation processing of mail with operational availability for processing not less than 90% of the total hours in each month. Estimated hourly and monthly volumes of mail to be decontaminated are: Letters, Flats and Periodicals: 5,300 pounds per hour and 274,100 pounds per month Packages: 40 pounds per hour and 3,500 pounds per month Potential sources seeking consideration are those that: (1) can provide and fully operate processing capacity in an existing facility (including all utilities, services, maintenance, operations, mail unloaded, treated, reloaded and return shipment), with transportation of mail to and from the facility provided by others (2) provide processing capacity in a new facility to be built by the source and in complete compliance with all current government permits and regulatory requirements. The site is to be selected by the source (including all utilities, services, maintenance, and operations) with mail transportation to and from the facilities provided by others (3) provide a fully operational facility with sufficient processing capacity to be operated and maintained by a third party, with transportation of mail to and from the facility within a fifty (50) mile radius of Washington DC in compliance with NEPA guidelines and Federal, State, and local approvals in place. Schedule & Deliverables For purposes of this technology assessment and market survey, potential suppliers shall provide mail irradiation sanitation descriptions with performance data for USPS review. This information is to include a complete description of a working unit which substantiates the supplier’s ability to meet the requirements. This written information shall be delivered to Mr. Darryl L. Mattocks (address noted above) no later than September 12, 2008, 11:00 am EST. Interested parties shall submit a total of eight (8) hard and eight (8) soft data copies of their response including any company promotional handouts, brochures, catalogs, technology performance specifications, and operations manuals of equipment that meets or exceeds these specifications and requirements to the address provided in this announcement. Overly elaborate responses are neither expected nor required Following USPS review of the submitted mail irradiation sanitation descriptions with performance data, a pre-qualification determination will be made and if appropriate competitive evaluation testing plans will be furnished. The pre-qualified suppliers will be firms whose record of performance in the market place has demonstrated their ability to perform to consistently high standards. The USPS will not provide funding for development activities associated with meeting the specified requirements. The USPS by issuance of this notice makes no commitment to the acquisition of any mail irradiation sanitation services.
