Description
The Drug Enforcement Administration [DEA] intends to enter into a competitive contract for the purpose of obtaining information security services for protecting the confidentiality, availability, and integrity of classified and sensitive but unclassified information technology resources and information. The services with be for use by the DEA Headquarters located in Arlington, VA. The solicitation number is DEA-08-R-0054. The North American Industrial Code is 541513, entitled Computer Facilities Management Services. The small business size standard is twenty-five [25] million dollars average annual receipts. This is the initial request for submission of corporate capability information and interest only. The information is to be used for acquisition planning to determine the available sources for these services. The information will also be used to determine the business set-aside requirement for small business opportunities and to determine the depth of competition. The Information Security Section's (ISI) mission is to protect the confidentiality, availability, and integrity of classified and sensitive but unclassified information technology resources and information. It provides information security oversight and support to information technology program management offices and operational program areas. To meet its objectives, ISI requires contract support for information security governance efforts, which develops internal information security policies and procedures, conducts security awareness training and compliance reviews, certifies open storage areas, and manages security violations; certification and accreditation activities, which prepares certification packages, prepares risk management recommendations, provides continuous monitoring, and tracks Plan of Actions and Milestones; communications security functions, which provides COMSEC training, supports secure communications equipment, and is the Central Office of Record; and incident response management, which provides intrusion detection monitoring, password compliancy, vulnerability assessments, incident response and investigations, identity management, and audit log analysis. From time to time equipment upgrades and/or mission changes and increased treat levels may necessitate changes by the government in the required security services. It is anticipated that a single contract for up to sixty [60] months. The period of performance will include a base year and four [4] additional annual option periods. The initial performance period begins April 1, 2009 and terminates March 31, 2010. It is anticipated that the proposal will be posted to the website on or about October 1, 2008 and may be downloaded via http://128.121.134.164/rfps/rfplist.asp after that date. Click on the "Open Solicitations" menu and download the item. Offerors will be required to register for the offerors list to download the solicitation and its attachments. Again this is the initial request for submission of corporate capability information and interest. The information is to be used for acquisition planning to determine the available sources for these services. Only capability information is requested. Respondents must be registered in the Contractor Registration System [CCR]. The security clearance requirement varies from the well qualified, U.S. citizen having a Top Secret security clearance with COMSEC experience to US. Citizens with a current Secret clearance. A written proposal is anticipated to be due on or about October 31, 2008. Proposals are to be mailed to the attention of The Office of Acquisition, Alan Knoepfel, Rm E-8261, 8701 Morrissette Drive, Springfield, VA. 22152.
