- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 629913 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- 26. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse on behalf National Institute on Mental Health has a requirement for Clinical Informatics and Data Management. The requirement is for 900 hours in clinical informatics support. The period of performance is 12 months. The Clinical Informatics and Data Management, NIMH has the following requirements: 1) Clinical informatics support for ongoing studies at the NIH Behavioral Endocrinology Branch (BEB), and 2) Innovative and cost effective data management solutions within the existing architecture of the BEB database schema. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provisions at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to process clinical date on an innovative and cost effective manner, (2) Past performance at least two prior contracts of similar scope and complexity and (3) Ability to provide labor with experience in clinical informatics. Offers will also be evaluated on best value in relation to price. Offeror must include a completed copy of the provisions at 52-212-3, Offeror Representation and Certifications Commercial Items, with it acquisition. Clause at 52-212-4, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition. The quotations are due September 12, 2008 3:00PM EST and will be submitted hard copy or electronically to Jasmine Snoddy, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
