Description
The U.S. Coast Guard intends to negotiate on a non-competitive basis with Kongsberg Maritime Simulation Inc., West Mystic, CT, for a contract to procure additional desktop simulators and an instructor station for integration with an existing classroom system at the U.S. Coast Guard Academy in New London, CT. The existing system uses Kongsberg proprietary software and hardware and the additional simulators and instructor workstation must be interoperable with the existing classroom laboratory and have the ability to exchange data in real time. This exchange of data must include 1) the ability to link into one exercise led by one instructor on the existing system while the others are linked into another exercise in another geographic harbor and led by another instructor on the new systems, and 2) the ability to link all simulators into one exercise in one geographic harbor led by one instructor using all ships, models, geospatial data, and weather data from the existing system. All written responses must include a written narrative of capability, including technical information demonstrating their ability to meet the above requirements. The responses must be sufficient to permit agency analysis to establish a bona-fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis.
