SYNOPSIS AND SOLICITATION: This acquisition is being issued in accordance with FAR Subpart 13.5. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. The solicitation number is N00104-08-Q-QA05, which is a Request For Quotation (RFQ). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-08. The North American Industry Classification System (NAICS) Code is 611420. THE GOVERNMENT INTENDS TO SOLICIT QUOTES AND AWARD A CONTRACT TO SUN MICROSYSTEMS AUTHORIZED SUN EDUCATION CENTERS (ASEC) AND WHO ARE SMALL BUSINESS ONLY. Only those quotes meeting the following criteria will be considered; All or nothing bids only, Authorized Sun Education Centers, small business designation and current Central Contractor Registration. This requirement is for Sun Microsystems training courses, Philadelphia, PA and Broomfield, CO areas, in support of the U.S. Navy Space and Naval Warfare Center (SPAWAR)- Philadelphia C4ISR Program Office's Image Product Library (IPL). The SPAWAR-Phila C4ISR (Command & Control, Communications, Computers, Intelligence Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) Programs Office is the primary hardware manager, integrator and depot support office for the National Geospatial-Intelligence Agency [NGA]. The IPL program is an NGA sponsored asset. The required training dates will be in FY 2009 with individual course schedules coordinated with SPAWAR-Phila C4ISRs program office after contract award. The following training classes are being solicited: 1. 1LotPK-ES-411; Sun SPARC Enterprise MX000 Server Admin, 4 Days, 12 Students, Off-Site at a Training Facility due to required internet access2. 1LotNWS-3303 StorageTek 6140 Array Installation and Maint. 3 Days, 12 Students, Off-site: Broomfield, CO3. 1LotWET-6093 SPARC Enterprise T5120/T5220 Server Solution (Web), 12 Students, Web-based, self-taught4. 1LotWET-6142 SPARC Enterprise T5140/T5240 Server Solution (Web), 12 Students, Web-based, self-taught5. 1LotPD-ES-4993 Sun Blade 8000 Modular System Package, 12 Students,mixed self-taught (web) and instructor led, 3 days off-site training facility6. 1LotPK-SA-420-FT Solaris 10 System Admin Fast Track Training, 5 Days, 12 Students, Onsite Philadelphia, Includes Equipment, Internet access not req.7. 1LotCA-700 SUN ALL PASS (New name for Gold Pass) (one pass), one pass = eight "student-courses" The following FAR Subpart 12 provisions and clauses are incorporated by reference: Time of Delivery. (6/97); FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the lowest priced technically acceptable offer. Technical acceptability will be based on the ASEC offerors ability to provide the specified training courses within the specified time.]; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, Alternate I (Offerors must submit a completed copy of the Representations and Certifications with their offer); FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, (a), (b)(1), (5), (7), (11-16), (21), (24), (d) and (e).
