- The Department of the Army, Mission and Installation Contracting Command (MICC), Contracting Center of Excellence (CCE), on behalf of the Joint Chiefs of Staff, intends to award a sole source contract under the authority of FAR 6.302-1(a) (2) (iii) (A), Only one responsible source and no other supplies or services will satisfy agency requirements to Camber Corporation, 635 Discovery Drive, Huntsville, AL 35806; as an order under their GSA Contract GS-10F-0050N, NAICS 541611. Camber Corporation will provide to the Joint Staff and Combatant Commands support to the Joint Training System Specialist (JTSS) program which is a key enabler to fully implement the Chairmans Joint Training System (JTS) as defined in CJCSI 3500.01D within the combatant commands, Services, National Guard Bureau (NGB), combat support agencies (CSAs), Office of the Secretary of Defense (OSD), and Interagency. The contractor provides program-level implementers that directly support the development and execution of the JTS and related functions in their respective organizations. The Joint Training System Specialist support provides functional support and continuity in the implementation of the combatant commands and other organizations joint training system program, established by the Chairman of the Joint Chiefs of Staff. The contractor assists in implementing the four phases of the JTS: Requirements, Plans, Execution, and Assessment. This effort includes developing Joint Mission Essential Task List (JMETL) for the command, drafting a Joint Training Plan (to include individual and staff joint training), facilitating joint exercise planning events, participating in joint exercises, and preparing the Combatant Commanders joint training guidance. Additionally, Camber provides supports the JTSS to enable the combatant commands to fully implement the Department of Defense (DoD) Training Transformation program and related joint training capabilities (Joint National Training Capability (JNTC), Joint Assessment Enabling Capability (JAEC), and Joint Knowledge Development and Distributing Capability (JKDDC)). The services delivery by Camber include Joint Training System Specialist which provide functional support and continuity in the implementation of the combatant commands and other organizations joint training system program, established by the Chairman of the Joint Chiefs of Staff. Through Joint Lessons Learned Program Specialists, the contractor supports the Program development and coordination of the combatant command and Service Joint Lessons Learned program. Through the Joint Interagency Training Specialist element of this support provides a broad spectrum of joint, interagency, intergovernmental and multinational assistance and expertise to the supported command or agency and its components. Finally, Joint Training Facilitators support the development and implementation of an organic Joint individual and staff training program within the combatant commands. This action will result in a Firm Fixed Price contract with a cost Other Direct Cost (ODC)/travel Contract Line Item Number (CLIN) for the period of 2 September 2008 through 28 September 2008. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There will be no RFP available for competitive proposals. Phone calls will not be accepted.
