Description
SUBJECT: OMNISTAR BENCHTOP GAS ANALYSIS SYSTEMThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-08NT000967 the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), Pittsburgh, PA, intends to purchase a OMINSTAR BENCH GAS ANALYSIS SYSTEM with the following specifications: Omnistar Benchtop Gas analysis System. General analysis of gases at atmospheric pressure (1013 mBar) Mass range 10100 amu, Detection limit < ppm (gas dependant), Includes:-QMS 200 Quadripole Mass Spectrometer System with closed ion source, Faraday and SEM detectors, 2 Tungsten filaments, Turbomolecular pumping system with dry diaphragm backing pump, Full range gauge (Atm - 1e-09 mBar) for filament, SEM protection and vacuum diagnostics, Temperature controlled to 20 degrees C, 1 meter stainless steel capillary inlet to prevent condensation, Gas flow rate + 1-2 sccm. Integral bakeout jacket 1-year mainteneance kit with spare filaments/capillary seals etc., Interfacing: 2 analog outputs, -5...+5 vdc for interfacing to process control systems, 2 analog inputs -5...+5 vdc Suitable for process monitoring e.g pressure temp, gas flow etc.. 2 digital relay outputs for switching functions 2 digital relay inputs for start/stop rs232 or fiber optic control via PC using Quadstar 32 bit operation and create custom user interfaces via process control module. Calibration and quantificatio software to give % ppm, ppb readouts using quantitative analysis module (cal gas required) Min PC requirements Pentium 80 Mz, 128 Mb RAM 150 Mb free space, Win 2000/XP. 1 RS232 port required. Note: 1xPCMCIA or PCI slot required for optional fiber optic operation via Arcnet PC card. Set of hardware/software manuals (Hard copy and CD-ROM). DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 3345163 INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This is a small business set-aside. All offers are due no later than 5:30 p.m. Eastern Time Zone on September 15, 2008.
