- SUBJECT: SCIFINDER (SOFTWARE) SUBSCRIPTIONThe U.S. Department of Energys, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award, a purchase order on a sole-source basis to CHEMICAL ABSTRACTS SERVICE to renew the subscription for the following: Sci/Finder (software) subscription, annual commitment based on a 12-month term with availability up to 40 login IDs 10 units. DOEs NETL is continually growing and expanding not only with its research capabilities and all the technologies, but also diversifying all of its skills. To keep up with the current status of technologies, developments, and available information it is critical to be able to have access to software that could provide research information in a minimal amount of time. This software needs to be accessible to Pittsburgh NETL, Morgantown NETL, and Albany NETL (if requested) and be available to up to 40 login IDs to include researchers, technical managers, focus leaders, project managers, the patent office, the libraries, and any other essential personnel. The software will need to provide the following performance / technical specifications that will best meet the needs of the DOE: Database access is the single most important specification the current DOE projects. o A software that will easily link the user with the CAS Registry database, all patent records meeting CAS criteria (within 2 days of issue), allows infinite access to reaction records and journal articles (regardless of publisher), bibliographic and abstracts for journals updated within a week of publication. Full access to all abstracts regardless of DOE subscription to a journal. Software where the analysis of the records are done by CAS scientists who are experts in a variety of scientific disciplines, the CAS databases offer value-added content obtained from journals and patents not available without talking to a scientist that includes the following: Concept information - important scientific concepts, e.g., diseases, processes, techniques, as well as a statement about the nature of the study which are added to the keywords and terms to insure the articles are retrieved when requested. Comprehensive substance information - specific chemical structures, generic, or Markush structures, trade names, trivial names, systematic names, synonyms, and molecular formulas allowing for the identification of a chemical with limited information about the structure, formula, or name. Research features: Software that is designed by chemists to allow for the fastest location of an ideal reference, reaction, or safety/regulatory information. The most common ways to search are identified below with their abilities and benefits to the DOE project: Research Features: to Explore by any of the following: Research Topic(s): The ability to specify 2-3 concepts using plain English. Include prepositions and articles to connect to concepts Identify by acronyms or synonyms in parentheses Ability to exclude terms with not or except Note: Software that will automatically search related terms and considers alternate spellings and word endings when retrieving results. Author: Enables the finding of sci-tech information by entering the name of a scientist or researcher, regardless of whether the exact name under which the research was published is known. Spaces, hyphens and apostrophes are allowed as well as special characters common in foreign languages. The ability to enable common misspellings or alternative spellings to account for name variations and typographical differences that normally make a reference lost. Company: Ability to find information related to a particular company, academic institution, or government organization, regardless of whether you know the exact name of the organization at the time of publication. Substance name: Ability to locate a substance by Substance Identifier to find a particular substance or group of substances by using a chemical name or CAS Registry Number. This feature is useful for: Finding and verifying chemical names, structure, CAS Registry Numbers, molecular formulas, and other substance information Obtaining calculated and experimental property data Identifying commercial sources all chemicals can be limited to those commercially available (with information on the supply company) in order to identify easier routes to satisfy research plans. Retrieving regulatory compliance information. Obtaining articles and patents that discuss the substance. Reaction: o Reactions databased as related to all references are accessible and searchable which includes a chemical drawing tool that can additionally be used as a molecule draw tool for word documents, papers, and proposals. With this feature, it is possible to: Indicate the role of each participant (Reactant, Product, Catalyst, etc) desired in the search results Draw, use, save, cut-and-paste in word, substructure drawing features Search while allowing or prohibiting additional substitution and/or ring fusion with a simple highlight Identification of all the reported involved materials in the reactions- complete with linked CAS numbers and identification tools. Ability to move from the reaction window into the journals citing the reaction, regulatory information on the chemicals involved, and all the structures and commercial suppliers. The ability to access the above features 24 hours a day from any NETL computer as a user and which does not require a second point of contact. This represents a tremendous value in search speed, ability, information, and access. Result Manipulation: o Software which allows for the following manipulation tools for the results: Search results (reactions, substances, or journal articles) can be exported in all common formats (.txt,.rtf, etc) to other bibliographic softwares to save time in citations. Imported citations can include personal remarks for the article and the abstract. Search results can be searched, sorted, and removed or stored to include any combination of the following: publication years, document types (patent, conference abstract, review article, journal article, thesis, research study, report, etc), author(s), additional terms, language (English, Japanese, Chinese, etc), as well as many others. Foreign results include scientist-translated abstracts and chemical identifications to insure a reference that is not relevant is not requested. Often the abstract contains all of the pertinent information regarding the replication of the actual reaction published and the complete bibliography. These abstracts are viewable and included in the manipulation options even if the DOE is not a subscriber to the journal. Updates can be set to include any new articles, patents, or publications regarding a particular topic a researcher is interested in (eg. carbon dioxide conversion). Customer support Software support that is available by phone (7am-8pm EST), email, or online 24 hours a day and can respond in less than 48 hours to any question or problem (usually government needs responses immediately in order to meet deadlines). Help for software download, installation, configuration, or other technical problems Simplified Acquisition Procedures FAR Part 13 will be used. This notice is for information purposes only. This request is considered to be sole source to CHEMICAL ABSTRACTS SERVICE. Therefore, no solicitation will result from this announcement. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Interested parties must provide rationale as to why they should be considered. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13.
