Description
The U.S. Army Research, Development and Engineering (RDEC) Acquisition Center, Natick Contracting Division (NDC), Kansas Street, Natick, MA on behalf of the U.S. Naval Health Research Center, Detachment, Environmental Health Effects Laboratory (NHRC DET EHEL) intends to negotiate a firm fixed price purchase order on a sole source basis with Boston College, 140 Commonwealth Ave, Chestnut Hill, MA 02048 for the development of a working prototype of a nanocavity sensor structure for use in the detection of the toxin, ricin and the synthesis and testing of PI analogues on murine and human B cell cultures. This study requires specific knowledge in several disciplines within the fields of biology, chemistry and physics. The anocavity sensor structure was developed by individuals at Boston College and is unique and the knowledge and techniques for further development are not available elsewhere. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to 2 pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with awarding a firm fixed price contract to Boston College. Nothing herein should be misconstrued as a request for proposal.
