The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541712 the business size standard is $7 M. The contractor shall (1) mount tobacco-related data from the 2005 National Health Information National Trends Survey) (HINTS) and cigarette tax data on the caBIG grid infrastructure; (2) develop and expose an analytic service to conduct basic statistical procedures on the aforementioned datasets on the caBIG grid; (3) develop an application layer that provides the ability to integrate analytic and data services on caBIG; and (4) develop a geo-spatial visualization tool to display the NHIS, HINTS, and tax-related data on a map of the United States. The caBIG’s g rid-based computing infrastructure has the potential to support a new, transformative science in behavioral medicine by supporting collaboration, encouraging data sharing, providing greater computational power, and the ability to run cutting-edge analyses for cancer prevention and control. The period of performance for this procurement is September 20, 2008 through December 31, 2008. Extensive background and the rare multi-disciplinary breadth and depth of the proposed contractor and staff in the Science of Networks in Communities (SONIC) Lab based at Northwestern University are integral to the success of the proposed project. Northwestern University has unique experience invaluable to the current project because of its work developing the Tobacco Bio-Informatics Grid (ToBIG) over the past three years. ToBIG is the precursor to the Population Science Grid project described in this document. The contractor is required to draw on unique expertise that combines the following required skill-sets: manipulating large datasets, programming in grid infrastructure environments, social network usability, sophisticated statistical methods, knowledge of geo-spatial computing systems, and a proven ability to integrate these skill sets for the proposed work. There is no other source known to the NCI with the experience and expertise for this procurement other than Northwestern University. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 p.m. ET on September 15, 2008 All questions must be in writing and can be faxed to 301-402-4513 or sent via email to Melissa Marino: marinome@mail.nih.gov It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
