Description
The U.S. Army Research, Development and Engineering (RDEC) Acquisition Center, Natick Contracting Division (NDC), Kansas Street, Natick, MA on behalf of the U.S. Naval Health Research Center, Detachment, Environmental Health Effects Laboratory (NHRC DET EHEL) intends to negotiate a firm fixed price purchase order on a sole source basis with the University of Cincinnati, 231 Albert Sabin Way, Cincinnati, OH 45267 to conduct a scientific study to the effects of ingestion of Iraqi particulate matter on the intestine and immune system. This study requires specific knowledge of both biological systems and the techniques and the technology required to perform the necessary experiments and the assessments. This includes the ability to isolate specific cell populations following exposure and flow cytometric analysis for specific markers. The University has the expertise that is required for this effort as well as the facilities and equipment that are required to accomplish the goals of this effort. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to 2 pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with awarding a firm fixed price contract to the University of Cincinnati. Nothing herein should be misconstrued as a request for proposal.
